CONTEXT :

The DRC has suffered chronic instability since the late 1990s, linked to problems of internal governance and its proximity to countries that have experienced major crises. L’Est of the DRC is the scene of’a chronic crisis for more than 20 years. The’ instability is permanent and armed groups are numerous. Humanitarian actors have been intervening in the area for many years, mixing emergency approaches, transition /resilience and trying to’ ensure a certain development /stabilization. Since October 2022, the security situation has seriously deteriorated with the resumption of fighting between elements of the M23 and those of the Arms Forces of the Democratic Republic of Congo (FARDC).

In response to needs and as part of its technical expertise, HI has been operating in the DRC since 1995 in many sectors and is a recognized player in humanitarian assistance and logistics.

In Kinshasa, multi-year development projects are set up on the themes of Physical and Functional Rehabilitation, Maternal and Child Health,’Inclusive Education and Inclusive Governance.

In Kasai and Kasai Centrale, initially engaged in development activities HI has intervened since the crisis of 2016 on Food Security projects and currently intervenes in an inclusive education project’.

In North Kivu, to date, the Goma base is implementing 6 projects :

  • Two mobile clinic projects in mental health and Psychosocial Support with a READ component, -A road rehabilitation project in Mweso ;
  • A project in the field of community protection, mental health emergency’ response and kit distribution in Mweso ;
  • A Logistics and Storage Platform project offering a service to humanitarian actors ; a rehabilitation project integrated with stimulation therapy in the Mweso health zone, a, goma health zone, and Rutshuru health zone

The year 2023 and 2024 will be devoted to the deployment of the multi-year strategy of the DRC Programme, with reflections focusing in particular on the capacities of emergency response’ and logistics operations in the DRC.

YOUR MISSION :

The main challenges of the position will be the’implementation and monitoring of integrated rehabilitation activities and stimulation therapy for children suffering from severe acute malnutrition in the project area. But also to ensure the’ optimization of quality and’impact of project activities through’a delegation system with appropriate control mechanisms.

Implementation of’a framework Integrated rehabilitation for mental health in Mweso and Rutshuru :

  • From the’assessment and analysis of needs and’a contribution to the’ intervention strategy ;
  • Contribution to the definition of physical rehabilitation activities to be implemented according to the positioning of the’organisation over the years 2024 and 2026 ;
  • From the definition of’a strategy to accompany local public structures (hospital and health centers) in coordination with the/the Rehabilitation Specialist.

Implementation of integrated rehabilitation activities (Mweso and Rutshuru) and stimulation therapy activities (in Goma, Mweso and Rutshuru)

  • Monitoring of the project, in terms of’ indicator lessor, but also in terms of’ indicators quantitative and internal qualitative ;
  • Compliance with contractual commitments with donors and current HI procedures;
  • The internal coordination of the project and the management of the project teams, in interaction with the logistics, administrative, financial and security departments of the mission ;
  • The good external coordination of the project with the operational partners (Local and international NGOs, the structures of the’state etc.).
  • To respect and enforce the security rules and legal frameworks in force on the mission ;
  • D’insure the reporting and capitalization of the project.

Implementation of the universal mental health care activities in Mweso, Rutshuru and Goma

  • Support of the psy supervisor in his activities of accompaniment of psychologists in charge of collective and individual care of beneficiaries
  • Support of supervisors in their Read and MHPSS activities, in their support activities for psy and Kine and in the implementation of joint MHPSS-Read activities
  • Be vigilant about the psychological impact of care on teams and propose with the support of the MHPSS specialist, mechanisms/actions that can help teams better manage difficult situations.

Implementation of’Action Humanitaire Inclusive activities in Mweso, Rutshuru and Goma

  • Supervises, in conjunction with the Inclusion Specialist, the inclusion officer or officers under his responsibility and this, in the implementation of the inclusion activities according to the standards of international inclusive humanitarian action’, and,
  • Contributes to the contextualization of tools, and their translation into local languages, and to the implementation of the’analysis of needs and barriers,
  • Contributes to the contextualization of the tools and implementation of’analysis and monitoring of’inclusion in humanitarian programming and practices,
  • Contributes to development, contextual’adaptation, the implementation of messages of awareness, advocacy, technical support to humanitarian actors.

YOUR PROFILE :

  • You hold a diploma in Physiotherapy or Mental Health ;
  • You have at least 2 years of’experience in providing’technical support to rehabilitation programmes ;
  • You have experience in the implementation of stimulation therapy programs, and know the technical issues of specific needs and rehabilitation ;
  • You have a good knowledge of the different currents of thought and explanatory models of disability, as well as strategies to combat’exclusion and discrimination ;
  • You know the major challenges of physical and functional rehabilitation ;
  • Flexible, with a sense of priority and force of proposal, you are resilient to stress and’ uncertainty, and are able to work in a context of unstable security ;
  • You have good writing skills, of’analysis and of’supervision ;
  • You know and like to work and collaborate in a multidisciplinary team ;
  • You master French, as much in the written’ as in the’oral.

SPECIFICITIES/PARTICULARITIES OF THE POSITION :

Mweso is an area with security constraints, including rules for strict travel and curfew at 19 o’clock (likely to’evolve). Given the context of’zone opening for HI, with the’opening of’a under base, the comfort and the living conditions will be those of a basic opening during the launch phase. One or two other HI expatriates will be based in Mweso initially, with the presence of another NGO on site (MSF, ACF, NRC, JRS, DCA) with some expatriates.
