Role Description and Responsibilities:

The Logistics and Procurement Officer is responsible for managing logistics and procurement procedures. This role involves reviewing purchase requests, preparing procurement documentation, and ensuring CESVI procedures and donor regulations. Additionally, the Procurement Officer will manage and maintain information related to official suppliers and purchase files. Under the guidance and supervision of the Logistic and Security Manager, the Logistic Officer will be responsible for the following deliverables:

  • Drafting, modifying, and amending supplier contracts, lease contracts, rental agreements, fuel and vehicle contracts, and case reports for the field office.
  • Providing logistics support to the program team for smooth operations related to planned project activities.
  • Offering efficient support for procurement and logistics activities, ensuring resource utilization efficiency.
  • Supervising the warehouse and its staff staff and related documentation.
  • Providing logistics services and general assistance to staff implementing activities in the field.
  • Analysing and processing procurement requests for goods and services for field office including office supplies etc., while ensuring adherence to CESVI Afghanistan logistics guidelines.
  • Supervising logistical arrangements, quality control, specification compliance, monitoring and verification of deliveries, and timely delivery to end-users.
  • Supervising and monitoring the performance of designated drivers.
  • Maintaining and updating assets inventory e.g., handovers for desktops, laptops, and related accessories, scanners, printers, copy machine, etc.
  • Ensuring timely preparation and submission of payment release documents including GRNs, purchase authorizations, invoices, and acceptances.
  • Establishing proper recording and monthly reporting systems for distributions and ongoing activities, including inventory updates.
  • Managing support staff, security guards, and cleaning staff.
  • Ensuring proper functionality of the office building and team house.
  • Monitoring and liaising with field offices to manager inventory and fuel consumption, establishing adequate recording systems for monthly field reports.
  • Completing any other job-related tasks assigned by the supervisor.

Education, Knowledge, and Skills Required:

  • Bachelor’s degree in Supply Chain Management, Business Administration, or equivalent.
  • Minimum of three (03) years of relevant professional experience in a similar position in UN/INGOs/NGOs.
  • Familiarity with the local context and good knowledge of the area.
  • Excellent organizational skills, ability to multitask, work under pressure, and meet deadlines in a fast-paced environment.
  • Excellent interpersonal communication skills to build relationships with staff, partners, government officials, donors, and other relevant stakeholders.
  • Creative and flexible with problem-solving skills.
  • Demonstrated professionalism and diplomacy.
  • Ability to confidently present oneself to high-level officials.
  • Confident and proficient in the use of MS Office and managing IT equipment.
  • Proficient in Dari, Pashto, and English (written and spoken) is mandatory.

Other Information:

Position Duration: The position is initially for 6 months, with the strong possibility of extension.
