The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach for refugees, asylum-seekers, internally displaced persons, returnees and migrants. DRC has been present in Colombia since 2011 with a focus on Humanitarian Action against Mines (HMA) and providing support to the population affected by the conflict in the south of the country, but 2018 expands its operations in response to the Venezuelan crisis. DRC Colombia is currently implementing a humanitarian response focused on protection for Venezuelan and Colombian refugees and migrants returned in Colombian cities such as Riohacha, Barranquilla and Bogotá,currently it also incorporates activities in the municipality of Barbacoas and in Norte de Santander.

About work:

Under the supervision of the Information Management Team Leader, it provides information management support (collection, cleaning, transformation, analysis and visualization of information), ensures quality in accordance with the technical requirements and established guidelines, which allow decision-making by DRC and its implementing partners of all the programs implemented in DRC Colombia. Coordinating with program teams and supporting requests for information management contributes to the development of new tools and applications that contribute to improvement and optimization of the programs implemented.

Responsibilities:

  • Ensure the correct implementation of DRC’s information management strategy, especially in DRC Colombia programs.
  • Use of PowerApps to develop data management platforms, and ensure continuous improvements for safe, responsible and systematized data management.
  • Using Kobotoolbox / ODK to design information entry forms and data collection tools in the field.
  • Use of PowerBI to generate graphical monitoring reports of DRC program indicators and protection monitoring (Dashboards, Graphics, Infographics, Maps).
  • Provide training and support to DRC staff, implementing partners, pollsters and workers on information management, data collection tools and in case of technical difficulties or questions related to databases and GI in general.
  • Support in the use of mobile or cable devices and their configurations.
  • Quality control and supervision of the data collected, and identify and address errors in data collection or entry.
  • Maintain and preserve the databases of all DRC programs in progress, taking into account the data protection and confidentiality policy.
  • Ensure the security of the exchange and updating of databases and other files that document the progress of the program at the agreed times and according to DRC standards.
  • Contribute to the design and implement strategies and presentation of data, which allow reflection on data and allow evidence-based decision-making
  • Manage information through specialized software for statistical analysis of information (Orange, Python, etc.).
  • Knowledge in GIS (Geographical Information Systems) and support in mapping in QGIS or ArcGIS.
  • Ensure constant coordination with members of program teams.

Apply technical techniques and procedures for data analysis of the programs executed by DRC.

Minimum experience required and skills:

  • Minimum 2 year of work experience in information management with functions in data systems development and data management, analysis and information technology (platform programming, data analysis and transformation).
  • Advanced level in Microsoft 365 and its App
  • Advanced level in PowerApps, KoboToolbox and Power BI.
  • Design and layout knowledge of Dashboards and reports.
  • Expert level of Excel handling (Tables, Dynamic Tables, PowerQuery and Data Sources)
  • Advanced level of management of relational databases (SQL, Normal forms and E-R models)
  • Knowledge of at least one data analysis programming language (Python)

Desired:

  • Work experience in the humanitarian sector and data management for humanitarian protection.
  • Moderate knowledge of massive data management.
  • Knowledge of unstructured information management.

Knowledge in GIS geographic information systems.

Education:

Professional in engineering, statistics, mathematics, software, computing, social sciences or relevant fields.

Languages

  • Desirable: spoken and written English knowledge.
