Description

  • The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: “Enhancement of the Strategic Resources Assessment Software (SRAS)”.
  • The objective of the consultancy is to enhance the Strategic Resources Assessment Software (SRAS), which is used to assist in the capture and consolidation of budget submissions in a 3- year rolling plan.
  • The purpose of this exercise is not to design a new application, but rather to focus on integration of new features to the existing software. The tasks of the consultant will be the following:
    • Review and refine users-interface to make it user friendly and based on users-experience feedbacks;
    • Integrate coefficient budgeting approach on operational Work program management;
    • Strengthen collaboration between region and sector departments in line with the One bank approach;
    • Develop tools to improve the Work program agreement review and update by the Regional departments;
    • Integrate the concept of continuous planning;
    • Improve budget submission and arbitration process within complexes;
    • Develop and improve capital investment budget submission considering the new project structure in SAP/PS;
    • Improve WBS Element monitoring to facilitate programming;
    • Improving reporting system;
    • Advise on the most efficient ways or tools for migrating budget data into/from SAP, BPPS, when needed.
  • The consultant will investigate the existing source code, data, user interface, programs, etc., to implement the expected improvements. In particular, the Consultant shall undertake the following:
    • Provide the required technical skills to design and implement users requirements for the existing system. In doing so, it will be necessary to improve the system architecture, users-interface and its friendliness;
    • Ensure technological and functional options are in line with the states of the art in web-based application development;
    • Improve existing built-in controls;
    • Ensure deliverables are developed in the context of object-oriented programming concepts;
    • Manage user requirements definition in Team Foundation Server;
    • Design and deliver wireframes, user stories, prototype and mockups optimized for a wide range of devices and interfaces;
    • Develop and provides training materials;
    • Manage troubleshooting and ensure the improvement of response back to users;
    • Develop testing strategy and plans;
    • Ensure timely deployment and system update.

Profile of the Consultants
The consultant shall be available and present for the duration of the contract. He/She should meet the following minimum criteria:

  • Hold at minimum a Master’s / Engineering Degree in Computer Science, Software Development or related business fields.
  • Have a minimum of five (05) years of experience in analysis and development of IT systems/applications with wide exposure and hands-on experience on the method of analysis, design and management of project (MERISE).
  • Have a deep experience in web development using C#, HTML5, CSS3, Visual Studio, JavaScript, vuejs, Redux, Axios, ASP.NET MVC, Json Web Token;
  • Have strong skills for modelling objects in general, and UML in particular;
  • Experience in SQL Server Management studio;
  • Have deep experience in Adobe XD, Photoshop, Illustrator, Indesign;
  • Have deep experience with Git;
  • Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other.
  • Have the General knowledge on budget framework will be an advantage.
  • In addition, the consultant shall have the capacity/ability to interact and work effectively with a team of diverse cultural backgrounds. He/she shall demonstrate strong analytical skills.

Establishment of the Shortlist
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

  • Level of education in general 20%
  • Educational level compared to the field of mission 20%
  • Years of experience in general 20%
  • Number of years of experience relevant to the mission 40%

  • The estimated duration of services is twelve (12) months, and the estimated starting date is 15 July 2023.
