Job Description

  • Under the supervision of the South Area Manager, the Area Support Coordinator(ASC) is responsible for overseeing the day-to-day operations of NRC’s Area Office in Yola by supervising support functions including Finance, HR/Admin, and Logistics, as well as ICT, in the Area Office and thus contributing to smooth and uninterrupted programmatic implementation.

Responsibilities
Generic responsibilities (max 10):

  • These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan. 
  • Line management for support staff such as Finance, HR & Admin and Logistics/ICT 
  • Member of the Area Management Group 
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements 
  • Provide input on operational support to Area Plan of Action, and to coordinate and align operational support with programme plans at Area level 
  • Responsible for ensuring quality support to project implementation. 
  • Facilitate Area Support Budget, area level budgets, including support cost 
  • Responsible for Implementation of new country specific technical SOPs, guidelines and tools in Area (HR, Logistic/ICT and Finance) 
  • Responsible for technical capacity building of support staff (HR, Logistic/ICT and Finance) 

Specific Responsibilities  

  • These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.  

Job Description: 

  • Contribute to the strategic direction of the Area office   and ensures efficient structures 
  • Provide leadership of the Support Department in Area while coordinating closely with other areas to ensure system consistency.  
  • Support Area Manager and Senior Management Team to contributing to the NRC Strategy. 
  • Line management for support staff such as Finance Team Leader, HR and Admin team Leader, Logistics Team Leader and ICT. 
  • Member of the Area Management Group. 
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements. 
  • Provide input on operational support to the Area Office Plan of Action, and to coordinate and align operational support with programme plans at the Area Office level. 
  • Responsible for ensuring quality support to project implementation.

  • Responsible for the Implementation of new country-specific technical SOPs, guidelines and tools in Area (HR, Logistic/ICT and Finance). 
  • Responsible for technical capacity building of support staff (HR, Logistic/ICT and Finance). 

Systems and Procedures:

  • Ensure that all rules, regulations, routines, procedures, SOPs are available, accessible to and known by all staff in Area Office 
  • Responsible for ensuring that HR, finance, logistics and administration systems provide relevant and adequate support to the area Office ’s programmes throughout the whole project cycle 
  • Leading implementation of new procedure at Area Office level example includes: NRC HR Management System, UNIT4 Procurement and other systems. 
  • Regular update of the Master Support Budget at Area office. 
  • Perform regular spot-checks on supporting documentation to identify areas of improvement in regards of the quality of documentation. 
  • Ensure the recommendations addresses to the Area office are addressed in time. 

Qualification
Professional competencies  

  • Degree in relevant Management courses preferably Business Administration 
  • These are skills, knowledge and experience that are important for effective performance.  
  • At least three (3) years of experience working as a Support Coordinator, Finance, HR or Logistics Coordinator 
  • Previous experience from working in the Borno, Adamawa and Yobe states  or similar context will be an added advantage  
  • Fluency in English, and knowledge of local language such as Hausa and Kanuri is preferred. 

Generic Professional Competencies:  

  • Experience from working as a Finance Coordinator in a humanitarian/recovery context 
  • Previous experience from working in complex and volatile contexts 
  • Documented results related to the position’s responsibilities 
  • Knowledge about own leadership skills/profile  
  • Fluency in English, both written and verbal
