Description
- The African Development Bank (AfDB), as the administrator of the Sustainable Energy Fund for Africa (SEFA), hereby invites Individual Consultants (Consultants) to indicate their interest to provide their services as Programme Officer (PO) for the Africa Hydropower Modernisation Programme (AHMP).
- SEFA is a Special Fund that provides technical assistance and concessional financing to unlock private sector investments into renewable energy generation across the African continent.
- AHMP is a programmatic approach to hydropower modernisation across the continent.
- The AfDB together with the International Hydropower Association (IHA) have identified a pipeline of 15 projects to be supported under AHMP. Ten of these projects will receive technical assistance to conduct preparatory work (technical and legal) and five projects will receive grant funding for small but impactful rehabilitation works.
- The PO will oversee the implementation of AHMP and will be supported by the AfDB-AHMP team as well as by technical and legal consultants.
Duties
The selected Consultant’s core duties will include but not be limited to:
- Program coordination and implementation: Day-to-day programme management including monitoring of progress, budgets, and timelines for their timely progression to completion. Coordination with all involved stakeholders which include but are not limited to utilities, private sector sponsor, consulting firms, Original Equipment Manufacturers, AfDB and partner institutions.
- Procurement: The PO is being procured in parallel with AfDB legal and technical advisors, which will support the PO/AfDB during the implementation of the programme. PO will have to procure the various consulting firms supporting the beneficiaries to conduct the preparatory work in accordance with the AfDB procurement framework.
- Verification of Results: The PO will coordinate the collaboration of the various parties and even though he will be supported by AfDB’s technical and legal advisors, he is responsible for the sign-off on conducted work (physical and digital) for disbursement.
Qualifications
The Consultants should demonstrate the following:
- Experience in the management and implementation of hydropower (modernisation) programmes/projects – gained in more than one African country – and working experience with international financial institutions/development organizations are required.
- Proficiency in both English and French is preferable.
