The coalition was formally launched on the 7th of August, 2014. We have a common vision with clearly defined roles and responsibilities, clear accountability and sustainability framework. CS-SUNN pursues this lofty goal by engaging government and non-state actors to raise awareness, and sustain commitment and actions to effectively tackle under-nutrition in Nigeria.

CS-SUNN is the Nigerian Civil Society Alliance (CSA) of the Scaling Up Nutrition (SUN) global movement, which was founded on the principle that all people have a right to food and good nutrition. Nigeria joined the global movement in 2011 and the CSA arm (CS-SUNN) was birthed in November 2013 at Ilorin, Kwara State, Nigeria, and formally inaugurated on the 7th of August, 2014.

The Nigerian CSA geographical mandate is in all 36 states of Nigeria, including the FCT. With a strong presence in Nigeria, CS-SUNN has become a key advocate for Nutrition. We have gained the knack to influence policymakers in Nigeria and with over 300 registered member organizations/partners (even at the grassroots level) spread across the six Geopolitical zones; we bring on ideas that are translated into realities for nutrition interventions.

The Partnership for Improving Nigeria Nutrition Systems (PINNS) is a project designed to strengthen Nigeria’s nutrition systems to be more Result-driven, Effective, Serviceable, Efficient, and Transparent (RESET). This is to facilitate the delivery of nutrition interventions and hold the government accountable for commitments to allocate, release, and use transparent funds for implementing high-impact nutrition interventions in Nigeria through evidence-based advocacy.

Several factors, including lack of food, improper feeding and caring practices, economic and political structures, low status, and lack of education among women, etc cause malnutrition in Nigeria. Therefore, a multi-sectoral approach is required to reduce and eventually eradicate the scourge. The UNICEF conceptual framework (UNICEF 2013) brings to the fore the need for multi-actors, disciplines, sectors, and systems in this effort as evidence increasingly suggests that solving malnutrition can benefit from a systems approach (WHO 2009; Hammond & Dube 2012).

PINNS project adopts a systems approach to strengthening bodies and structures burdened with reducing malnutrition in Nigeria. It pays attention to the unpredictable interaction among factors, sectors, disciplines, and determinants of nutrition, bringing to the table key tools and technical support required for the effective coordination and implementation of programs. PINNS seeks to focus on strengthening governance, policy implementation, effective coordination, financing, building the capacity of state actors, generation and effective communication of evidence, and promoting accountability. This collective effort will contribute to reducing malnutrition, thereby improving the nutritional status of Nigerians, particularly women and children.

Rationale

The rationale for creating a national nutrition dashboard is to provide a comprehensive view of the nutrition status of Nigeria, which can inform policy decisions and interventions aimed at improving public health outcomes. A national nutrition dashboard can monitor the progress of nutrition-related interventions, budgets, and policies in Nigeria. Overall, a national nutrition dashboard will provide policymakers with a powerful tool for improving the nutrition status of Nigeria, which can lead to improved health outcomes, reduced healthcare costs, and increased economic productivity.

World Bank ANRiN project is supporting the development and hosting of the national nutrition dashboard, while CS-SUNN is to train the Virtual Programme Management Team and engage an agency that will manage the system after the development.

Purpose of Assignment

The purpose of this assignment is to support the capacity-building of relevant individuals within the Government of Nigeria’s virtual Programme Management Office that will be responsible for the management and regular update of the  National Nutrition Dashboard.

Deliverable one: Technology governance

  • COBIT 2019 Awareness – The consultant is required to facilitate a workshop on COBIT 2019 for senior members of the vPMO team. The workshop aims to introduce them to the COBIT methodology for the governance and management of technology.
  • COBIT 2019 Foundation training with certificate Exam – The consultant is required to provide training on the COBIT methodology for the governance of technology in an enterprise. The consultant is also expected to facilitate and support trained staff to take and pass the required certification exams.
  • The consultant, preferably an organization, will have experience facilitating such training sessions and applying the COBIT methodology in practice.

Deliverable two: Project management

  • Project Management Professional (PMP) training with certification Exam â€“ The consultant is required to provide Project Management Professional (PMP) training. The consultant is also expected to facilitate and support trained staff to take and pass required certification exams.
  • The consultant will also develop and implement a program of mentoring, coaching, and support, spanning not less than three months post-training, to support the staff of the vPMO in using the project management skills acquired.
  • The consultant, preferably an organization, will have experience facilitating such training sessions and applying the PMP methodology in practice.

Deliverable three: Data management

  • The consultant/ agency is responsible for supporting the vPMO in reviewing, maintaining, and updating the National Nutrition Dashboard for three (3) years.
  • Data analysis, best practices for the collection, management, and use of data – The consultant is required to provide training based on best practices in the collection, management, and use of data.
  • The curriculum to be delivered will be highly practical and pay particular attention to the use of data to produce infographics, such as charts, etc., for senior and strategic management.
  • The consultant could also propose appropriate data and business analysis certification or training programs
  • The consultant will also develop and implement a program of support, spanning not less than three months post-training, to support the staff of the vPMO in using the data analysis skills acquired.
  • The consultant, preferably an organization, will have experience applying these skills and competencies and thus be able to develop and deliver a curriculum appropriate for this need.
  • Experience working in the nutrition, health, or development space would be an advantage.

NB: All training and support shall take place in Abuja.

Procurement process

Technical (detailing the work to be done) and financial (detailing appropriate fees, and payment terms) Proposals are requested from suitably qualified entities for training on each Lot as appropriate. Each vendor is free to quote for more than one Lot.
