Background

BOWDI (BOWDI) is an NGO based in Borno and Adamawa State, with funding and support from UNHCR.

The office hereby invites interested vendors who are qualified to provide services for the state office in Maiduguri, Borno State to submit their applications and profiles for the under-listed service areas:

 Purpose of RFQ

This RFQ is being issued to request qualified vendors to submit quotations for the items specified below.  Please note the following:

  • Vendors may submit quotations for any or all of the items listed below, depending on availability.
  • It is allowable for vendors to submit quotations for comparable brands of items if the requested items are not available, however changes to the make, model, and specifications must be clearly stated for consideration and the vendor should be aware that BOWDI reserves the right to disqualify quoted items which deviate from the specifications below. 
  • Vendor should specify if delivery time is expected to exceed one week from the date of award. 
  • Vendors must maintain quoted price offer for 30 days from selection date in order to be eligible.
  • Vendors should specify preferred payment terms, if applicable.  Please note that BOWDI will not, under any circumstances, issue full payment upfront prior to receipt of items.
  • All quotations should be submitted in local currency.  
  • In conformity with Nigerian tax laws, BOWDI will withhold 5% of the total value of your quotation and remit to the tax authorities using your company’s tax tin number

In your quotation, kindly indicate the following:

  • Payment terms
  • Quotation price validity
  • Tax ID Tin number (BOWDI) will deduct 5% of total value and remit to the BOIRS/FIRS

BOWDI’s Office Plot 130 Tampol road off GRA Extension Maiduguri.

Criteria for Evaluation

A firm fixed price purchase order will be awarded in local currency to the responsive vendor(s) whose quote(s) are evaluated as most advantageous to BOWDI.  Submissions from each bidder will be evaluated based primarily on the following criteria:

  • Cost (90%)
  • Delivery Period (10%)

According to the review criteria stated, price will be a factor in determining the winning quote.  However, all evaluation factors, when combined; are equally essential and are as important as cost or price.

RFQ Response Information

Responses to this RFQ should be submitted by email to BOWDI procurement@bowdi.org  by 19th, March, 2024, at 5:00 pm hours (Abuja time).  Quotes received after this date and time shall not be accepted and shall be considered non-responsive.

Note

  1. BOWDI will not compensate offerors for preparation of their responses to this RFQ.
  2. Issuing this RFQ is not a guarantee that BOWDI will award a purchase order.
  3. BOWDI reserves the right to issue a purchase order based on the initial evaluation of offers without discussion.
  4. BOWDI may choose to award a purchase order for part of the activities in the RFQ.
  5. BOWDI may request from short-listed offerors second or third round of either oral or written responses to more specific questions regarding quotes received.
  6. BOWDI has the right to rescind an RFQ or rescind an award prior to the signing of a purchase order due to unforeseen changes in the direction of BOWDI’s client, be it funding or programmatic.
  7. BOWDI reserves the right to waive any deviations by offerors from the requirements of this solicitation that in BOWDI’s opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition.

Certification of Independent Price Determination                            

    (a) The offeror certifies that–

    (1) The prices in this offer have been arrived at independently, without, for the purpose of restricting competition, any consultation, communication, or agreement with any other offeror, including but not limited to subsidiaries or other entities in which offeror has any ownership or other interests, or any competitor relating to (i) those prices, (ii) the intention to submit an offer, or (iii) the methods or factors used to calculate the prices offered.

    (2) The prices in this offer have not been and will not be knowingly disclosed by the offeror, directly or indirectly, to any other offeror, including but not limited to subsidiaries or other entities in which offeror has any ownership or other interests, or any competitor before bid opening (in the case of a sealed bid solicitation) or contract award (in the case of a negotiated or competitive solicitation) unless otherwise required by law; and

    (3) No attempt has been made or will be made by the offeror to induce any other concern or individual to submit or not to submit an offer for the purpose of restricting competition or influencing the competitive environment.

    (b) Each signature on the offer is a certification by the signatory that the signatory–

    (1) Is the person in the offeror’s organization responsible for determining the prices being offered in this bid or proposal, and that the signatory has not participated and will not participate in any action contrary to subparagraphs (a)(1) through (a)(3) above; or

    (2)           (i) Has been authorized, in writing, to act as agent for the principals of the offeror in certifying that those principals have not participated and will not participate in any action contrary to subparagraphs (a)(1) through (a)(3) above.

                    (ii) As an authorized agent, does certify that the principals of the offeror have not participated, and will not participate, in any action contrary to subparagraphs (a)(1) through

(a)(3) above; and

                    (iii) As an agent, has not personally participated, and will not participate, in any action contrary to subparagraphs (a)(1) through (a)(3) above.

    (c) Offeror understands and agrees that —  

    (1) violation of this certification will result in immediate disqualification from this solicitation without recourse and may result in disqualification from future solicitations; and

    (2) discovery of any violation after award to the offeror will result in the termination of the award for default. 

We anticipate your timely response and will appreciate acknowledgment of receipt of this solicitation letter
