Job Description

Job Summary

  • We are in search of an innovative, creative, self-motivated and dynamic Prevention Services Officer who will provide support to the implementation of HTS, Prevention and risk reduction activities for both general and key populations.
  • Work with community-based organization (CBO) and work closely with the state HTS Focal persons in the commands. He/she will also work collaboratively with other units to ensure proper interventions.
  • The incumbent will report to the State Technical Lead.

Specific Duties & Responsibilities

  • Provide overall state leadership and sound advice for facility and community-based HTS and prevention including status neutral.
  • Serve as state focal person for implementation of interventions related to the 1st 95
  • Ensures quality HTS implementation and achievement of results and collaborate with other technical units to ensure effective teamwork
  • Provide technical supports in establishing protocols for HTS, Index testing, PrEP, HIVST provision and other prevention services including blood and injection safety that are consistent with national guidelines
  • Builds capacity of facility personnel to better implement their role in the technical planning, management and evaluation of clinical issues related to HIV prevention program
  • Work with state SI point persons to ensure proper HTS tools role out and ensure proper documentation
  • Work with the KP CBO to ensure proper intervention specific for each KP typology (FSW, MSM, PWID and TG).
  • Ensure complete linkage to the health facilities and retesting of all identified HIV positive individuals before initiation into ART
  • Ensure that quality assurance mechanisms are in place and functional at all service points.

Qualifications and Experience

  • Degree in Nursing, Public Health, Biological Science or a related field; Master’s degree or equivalent in public health is an added advantage
  • At least 5 years’ post NYSC experience in working on international health issues including HIV/AIDS and sexual Transmission Prevention programs in international or resource poor settings.
  • Knowledge of the policies, regulations, reporting formats, and cultures of principal donors,
  • Extensive knowledge in HIV prevention, HTS, and PrEP implementation
  • Demonstrated experience in engaging community based-organizations and health facility team
  • Ability to work independently with strong problem-solving skills including the ability to foresee problems and initiate appropriate action
  • Ability to handle confidential information with discretion and make reasoned judgments in a timely fashion. Committing to a course of action without undue delay or prevarication
  • Strong supervisory skills
  • Experience in Key Population programming

Deliverables:

  • Increase Testing Efficiency through scale-up of index testing, social network testing and use of RST
  • Reach the underserved population (children, adolescents, men, KP)
  • Improve Linkage of newly identified PLHIV
  • Follow up with the states command HTS focal persons to ensure Testing at all points of services and Proper documentation in all tools including referral register and EMR
  • Complete Linkage through the weekly tracker
  • Retesting of all positive before enrolment into treatment
  • Monthly reporting of retesting outputs using the CDC template
  • Build capacity of HCW on all areas of HTS and prevention services
  • Monthly tracking of cascade of index testing.
  • Quarterly review of HIVST kit distribution
  • Implementation of recency at all activated points.
