JOB DESCRIPTION

The /HSS Coordinator is responsible for health, safety and security management at NRC. He/she under the supervision of the HSS Manager.  

General responsibilities :

  • Implement NRC health, safety and security systems and procedures. 
  • Ensure adherence to NRC policies, manuals, guidelines and donor requirements.
  • Prepare and submit the various safety and security reports. 
  • Ensures a follow-up of the security context, its analysis, and maintains contacts, to facilitate humanitarian operations. 
  • Support the HSS Manager in the responsibilities of the department of health, safety, security, and /replaces it in his absence. 
  • Supervise the security team and provide technical support to the HSS Officers and ensure that the security team is trained.
  • Ensure proper archiving of HSS documents on the NRC data server.
  • Encourage and make proposals to enhance the safety function.

Specific responsibilities : 

  1. Health management, safety, security : 
  • Maintain and update a network for the collection of safe data and information, in order to have a better analysis of trends in CAR, and keep the file up to date;
  • Actively participate in threat and risk assessments, brief staff;
  • Conduct visits to sub-offices to raise awareness and ensure compliance with NRC security procedures; and;
  • Provide support to HSS and MAs, to the extent possible, on security aspects related to access;
  • Identify and implement security strategies that allow humanitarian activities to take place in the best possible conditions;
  • Support teams in the field during’ support missions and provide technical support to the Areas 
  • Attend security meetings, including OCHA and INSO;
  • Support the hierarchy to manage critical incidents and crises;
  • Review the FISH standards on NRC ( staffs, offices, bases, warehouses ) and Ensure that all areas ( Areas ) are in compliance with MOSS and MORSS standards;
  • Ensure that SOPs are known and respected by all personnel;
  • Ensure that communication procedures are followed by all;
  • In conjunction with the logistics department, regularly ensure that communications equipment is available and in working order;
  • Act as a safety focal point for BANGUI and other NRC activity zones or a focal point for one of the zones to be determined;
  • Visit the Areas to do check spots in accordance with NRC security procedures;
  • Provide morning briefings and visitors to the mission;
  • Provide support to the HSS manager on the logistical and financial aspects related to HSS.

          2. Production of reports : 

  • Participate in the revision of the following documents : Security plan, Plan d’ evacuation, MEDEVAC plan, Plan of management of crises and critical incidents, SOPs, Welcome document, Security Risk Assessment;
  • Maintain and update the incident register and follow up closely;
  • Produce daily, weekly and monthly reports to the HSS Manager and any other requested ad hoc reports including mapping.

         3. Training of teams : 

  • Be a trainer or co-trainer for internal security training (NRC);
  • In collaboration with the HSS Manager, S’ ensures that NRC staff attend HEAT and UNDSS online training (BSAFE) for international staff and FFA, HEIST and BSAFE for national staff;
  • be responsible for monitoring the security training register.

          4. Management of’team : 

  • Provide technical support to the secure Areas focal points;
  • Support line supervisors of security officers to review their performance/performance.

The following professional skills are sought:

  • Bac +3 in Social Sciences (Geography, Sociopolitics,etc.). 
  • Professional experience as a security manager /safety in a humanitarian, complex and unstable context.
  • Comprehension of the context of CAR at the national level in a global way), demonstrated capacities of’analysis, expertise in the management of’incidents, and network of contacts already established (or facilitated to create).
  • The mastery of French in the written’ and the ability to write reports is essential: writing, analysis and synthesis.
  • Good knowledge of computer tools (Excel/word /cards ) Internet and other software.
  • Personality demonstrating : professionalism, rigor, efficiency, proactivity, determination, attention to detail, willingness to progress, ability to listen, ability to advise, influence and convince, coach, etc, good stress and workload management, open-minded, sociable.
