JOB DESCRIPTION

OBJECTIVES OF THE PROGRAMME

Health promotion is a cross-cutting program that supports all WHO programs. The Health Promotion Officer will use AFRO guidelines and other relevant documents to coordinate WHO support for national programs and activities related to health promotion prevention & protection of public health as well as working on risk communication, community engagement and social mobilization to prevent and control of public health emergencies including relevant components in preparedness. The WHO office is working with the government and relevant stakeholders as part of the Country Cooperation Strategy (CCS) to actively support the development, implementation and evaluation of interventions to reduce the burden of Communicable and Non-Communicable Diseases by strengthening public policies and health systems.This position plays a key role in strengthening intersectoral public policies, people – center health systems, community engagement, health leaderships and promotion of health and well-being. The incumbent will provide technical support to the Ministry of Health and other government departments to effectively address determinants of health, prevention of communicable and noncommunicable diseases, response to public health events including outbreaks, and promote health in all policies and healthy settings as per WHO global and regional commitments that align with country cooperation strategy. The incumbent will also work as a team and provide guidance and leadership to members of the country team in the planning and execution of his responsibilities

DESCRIPTION OF DUTIES

The incumbent will:1. Lead the process of, and provide technical advice on, the development, review and promotion of national policies, programmes, and structures for health promotion including for healthy cities, other settings, healthy eating, and physical activity.2. Provide leadership to coordinate multi-stakeholder dialogue and action to promote health and wellbeing across population groups.3. Serve as country focal point for matters related to health promotion and provide leadership to country teams, supporting research, plan development, implementation, and monitoring of policies and strategies for health promotion.4. Provide technical advice and support to the government to strengthen its health promotion capacity, in line with the guidance of the WHO country office senior management, including: creating strategies and interventions (including community-based) for supportive environments for health toward the reduction of risk factors and underlying social and commercial determinants for non-communicable and communicable diseases i. Guide and support their implementation. conducting capacity assessment and evidence reviews on health promotion theory, practice and health inequities/disparities across populations and public health conditions using both qualitative and quantitative analysis. 5. Create and enhance partnerships and networks to strengthen multidisciplinary and multisectoral collaboration to combat communicable and noncommunicable diseases and their risk factors in the country.6. Lead the process of documenting lessons learned and best practices in addressing social determinants of health, equity and sustainable development goals at country level.7. Provide technical guidance to the country team to ensure systems and capacities for risk communication and community engagement (RCCE) in emergencies and public health events.8. Perform other related responsibilities as assigned.

REQUIRED QUALIFICATIONS

EDUCATION

Essential: Advancd University Degree in Medecine withHealth Promotion & / or public health, social sciencesor related field from a recognized university such as health education, health communication,medical anthropology, teaching, population studies with a good knowledge of theory and the practice of health promotion, determinants of health and / or training in epidemiology or social epidemiology.
Desirable: Knowledge or qualification in health-related disciplines, editorial skills, implementation of multi-sectoral interventions, policy-making skills.

EXPERIENCE

Essential: A minimum ten years of work experience relevant to the position (in coordinating, managing, implementation and evaluation in health promotion and social determinants of health), including 3 years in a leadership capacity, with some of it obtained in an international work environment
Desirable: Experience in working with government, United Nations counterparts or development partners at the country or regional levels.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4984 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
