COTE D’IVOIRE: THE GAP ASSESSMENT OF SANITATION AND CLIMATE POLICIES CONSULT

GENERAL INFORMATION

The Consultant will carry out an assessment of climate policy gaps in the sanitation and waste sectors in Côte d’Ivoire. The tasks assigned to this consultant position are as follows:
• benchmark studies and good practices of the political and regulatory framework on the integration of the sanitation and waste sectors into climate issues and solutions
• Analyze and assess gaps in the consideration of sanitation and waste in climate policy and the regulatory framework, and climate in sanitation and waste policies, in particular by examining sectoral studies during the review of the CDN of Côte d’Ivoire in 2021.
• Map and consult stakeholders in the sanitation, waste and climate sectors
• Based on the data collected, write a diagnostic report accompanied by an improvement action plan
The consultant must, before starting his tasks, propose an initial report presenting his methodology and draft a final study report including recommendations to correct the identified gaps to be validated by the stakeholders and the GGGI. He must contribute to the organization of the study report validation workshop.

DELIVERABLES AND OUTPUTS

Three deliverables are expected from the consultant:

Deliverable-1: Inception Report ((1 week after signing of the contract)) that covers at a minimum:

  • Detailed methodology
  • List of stakeholders to be involved in the project and engagement strategies
  • Initial list of documents to be used as reference
  • Project work plan

All deliverables as agreed upon in the workplan are delivered with high quality, within budget and the agreed timeline.

Deliverable-2: Interim report to be submitted for validation by stakeholders including GGGI experts on gaps assessment including

  • Benchmark of studies and good practices of policy and regulatory framework on the integration of the sanitation and waste sectors with climate issues and solutions
  • Analyze and evaluate the gaps in the consideration of sanitation and waste in climate policy and regulatory framework, and of climate in sanitation and waste policies, including by reviewing sectoral studies during the revision of the CDN of Cote d’Ivoire in 2021
  • Map out and consult stakeholders in the sanitation, waste and climate sectors

based on the data collected, write a diagnostic report accompanied by an action plan for improvement

Deliverable-3: Final report of the study validated by stakeholders and GGGI experts including:

  • Support for the organization of the validation workshop for draft 1 of the report (TOR of the workshop, invitation letter, presentation of draft 1 of the report, workshop report, etc.)
  • Taking into account the recommendations of the workshop including those of the GGGI for the finalization of the study report
QUALIFICATIONS AND EXPERIENCE
  • At least a bachelor’s degree or equivalent, in the fields of Sanitary Engineering, Waste management, Environmental Sciences, Environment management, policy or Community Development preferably with specialization in an area pertaining to Sanitation or the climate.
  • Minimum of 5 years of professional work experience in waste management, sanitation, environment, climate change, policy, etc. Or a minimum of 3 years’ experience for candidates with a master’s degree in one of the above fields.
  • Proven track record of participation in international development project management including participatory planning, report writing, research, grant financial management, in the Cote d’Ivoire or west african context.
  • Proven experience and excellent knowledge of the institutional, political and regulatory framework on the fight against climate change.
  • Solid experiences dealing with government counterparts is an asset.
SKILLS AND KNOWLEDGE
  • Ability to lead and work effectively with people from diverse cultural and professional backgrounds
  • Excellent research, communication, presentation, and writing skills.
  • Good command of spoken and written French and English. Fluency in the local language is preferred.
  • Good knowledge of the Ivorian institutional and regulatory framework on climate change, sanitation and waste management
  • Experience in public consultation, workshop organization and reporting
  • High level of attention to detail and accuracy.
  • Strong and matured interpersonal skills and proven ability to work with multicultural teams.
  • Ability to work well under pressure and have a flexible approach to assigned tasks.
  • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.).
