Description

  • The USAID-funded project, MOMENTUM Routine Immunization Transformation and Equity (M-RITE), works in partnership with the Nigerian government to increase the capabilities of the health system, at national and subnational levels of the Health System of Ministry of health Nigeria Expanded Program on Immunization (EPI).
  • The project seeks to address the barriers to reaching zero-dose and under-immunized children with life-saving vaccines and other health services. M-RITE is working closely with the Nigeria National Expanded Program on Immunization (EPI) and COVID Vaccination ramp up in the five focal States of Bayelsa, Edo, Imo, Jigawa, and Lagos, the Government of Nigeria and other routine immunization implementing partners.
  • The National Health Act 2014 (section 35) provides for the establishment of the National Health Management Information System (NHMIS) by the Federal Ministry of Health and the coordination of the establishment, implementation and maintenance of Health Information System at all levels and by the private sector. 
  • Accordingly, the National Council on Health at its 56th session held in August 2013 approved the utilization of a single instance of the District Health Information System 2 (DHIS2) domiciled in the Department of Health Planning, Research and Statistics (DHPRS) as the platform of choice for the management of routine health data.
  • By this pronouncement, other data platforms/instances in use by health departments, agencies, parastatals and private providers were to be integrated and made interoperable with the approved national DHIS2 instance. They include the Health Facility Registry (HFR/MFL), variety of national health programs information platforms and models of electronic medical records in public and private health facilities across the country.
  • In Nigeria, the FMOH/DHPRS established Governance structure that provides oversight and management of the MFL to ensure the MFL and HFR meet the needs of stakeholders. The MFL is comprehensive list of health facilities, unique identifiers, verified at least every 2 years, updated according to SOPs, and accessible to key stakeholders.
  • To address the need for a central online information system to manage MFL processes, the USAID funded MEASURE Evaluation developed a health facility registry (HFR) system for the FMOH.
  • The Health Facility Registry Database that houses the Master Facility List, facilitates sharing, interoperability and communicates with other systems including the NHMIS-DHIS2.  For over a year now, the disparity between the health facility listings of the HFR and NHMIS-DHIS2 platform is quite alarming and contributing to the poor routine data quality and low reporting rates on the DHIS2, while the capacity to address them among the stakeholders at all levels is very limited.
  • MOMENTUM-Routine Immunization Transformation and Equity (M-RITE) is providing support to the FMOH/NPHCDA and its focus states on the introduction of proven solutions and emerging innovations to enhance routine immunization (RI) outcomes using technical assistance and technology to holistically strengthen capabilities, motivation, and opportunity for data quality, analysis and use.

Objectives of the Assignment
The objective of the assignment is to:

  • Update, reconcile, clean and harmonize the master facility listings and org-unit hierarchy on the national HMIS-DHIS2, Health Facility Registry and RI/PHC data analytic and visualization platform/ Electronic Management Information Database for RI, for ease of data reporting and data exchange among them for the four Project’s supported states – Bayelsa, Edo, Imo and Jigawa.
  • Develop local capacities of M-RITE Technical/MEL Team, State PHC Agencies/MOHs and LGAs Data Team in M-RITE focus States to access and use national HMIS-DHIS2 and Health Facility Registry.  

Tasks

  • Update of the Master facility on NHMIS-DHIS2 In order to ensure the proper alignment of facilities on the DHIS2 with the Master Facility List/HFR, the Consultants will be deployed to the five (5) M-RITE supported states – Bayelsa, Edo, Imo and Jigawa.

Specifically, the JSI/M-RITE will engage Consultants/ Consulting Firm to:

  • Work with the HFR facilitators of the FMOH/DHPRS and the stakeholders in the state/LGAs to review the list of facilities on both platforms to identify the existing gaps.
  • Close non-functional facilities on the DHIS2 to ensure that they no longer contribute to the denominator for reporting rate; merge duplicate facilities to ensure that only one instance of every health facility remains on the NHMIS-DHIS2 and EMID for RI.
  • Develop APIs either as part of the DHIS2 portal user interface or a more loosely coupled external application interacting through the DHIS2 Web-API, importing and exporting data in HFR platform on to the NHMIS-DHIS2, RI/PHC Instance.  
  • Train and mentor at 30-35 participants in each state to understand the SOP for the HFR and DHIS2 harmonization of MFL. Prepare a detailed report on the training and submit the report to the M-RITE Nigeria country team within 5 business days after completion of the training.

Deliverables
The Firm will work with and submit the following to JSI/M-RITE’s Activity Manager:  

  • Full Technical and Financial Proposal including a 30 days workplan with timelines from October 30 to December 30, 2023
  • Inception Report of a 2-day proposal information review with JSI/M-RITE team.
  • Updated and correct master facility listings and org-unit hierarchy on the national HMIS-DHIS2, Health Facility Registry and RI/PHC data analytic and visualization platform/ Electronic Management Information Database for RI, for ease of data reporting and data exchange among them for the four Project’s supported states – Bayelsa, Edo, Imo and Jigawa.
  • APIs developed to link the RI/PHC instance to the national platforms approved by the Project and MOH of focus states.
  • Final Consultancy Activity Report clearly describing each sub-activity/task performed as per scope of work and feasible recommendations for any identified changes, User guide and Training Report, all submitted on or before Jan 30, 2024.  

Qualifications

  • Familiarity with donor-funded requirements for managing information systems, data management, data security, and reporting; implementation experience across direct international donor-funded projects including USAID is an added advantage.
  • Experience in leading the designing and implementation of health management information/Monitoring and Evaluation systems especially DHIS2 for public health programs/projects in Nigeria.
  • Experience with Health Informatics including data analysis and visualization.
  • Demonstrated experience in working with government structures at central or sub-national levels.
  • Demonstrated experience to develop strong capacity in operationalizing database interoperability.
  • Ability to facilitate training/workshops and present technical and strategic Information data in a clear and concise manner to audiences with varying degrees of knowledge/experience.
  • Excellent communication, and technical writing skills

Working Condition / Duration of Assignment

  • The consultancy period is for 30 days with timelines from October 30, 2023, to Jan 30, 2024. Tasks will be carried both remotely and physically as applicable in Abuja, Bayelsa, Edo, Imo and Jigawa.

Supervision:

  • The Assignment will be supervised directly by Senior Advisor MEL with approval by the Project Director.
