Background

Established in 2003, the AIDS and Rights Alliance for Southern Africa (ARASA) is a regional partnership of over 100 non-governmental organisations working together to promote a human rights-based response to HIV and TB in 18 countries in Southern and East Africa through capacity strengthening, advocacy and research and learning. The Regional Office of ARASA is in Windhoek, Namibia.

Context

In recent years, the international community’s health focus has shifted from achieving disease-specific targets towards reaching the goal of Universal Health coverage (UHC), which is prominently featured in the Sustainable Development Goals (SDGs) adopted in 2015. The World Health Organization (WHO) defines UHC as a situation in which “all people and communities can use the promotive, preventive, curative, rehabilitative and palliative health services they need, of sufficient quality to be effective, while also ensuring that the use of these services does not expose the user to financial hardship.” Forty-six years after the signing of the Alma-Ata declaration on meeting the essential health needs of people through primary health care, the UHC agenda has become a renewed focus for the global health debate at global, regional and country level. It is shaping health system reforms agendas in countries across the world.
UHC implementation is moving forward rapidly, and important decisions and choices will have to be made in each country regarding how SRHR including HIV treatment and prevention services will continue to be funded, in particular in countries with reduced or diminishing donor funding for HIV and health. There is an urgency for communities particularly of people living with HIV, key and vulnerable populations and other civil society actors to engage with the UHC agenda to not lose the successes achieved towards ending HIV/AIDS and ensure that UHC is truly covering everyone who requires services, including key and vulnerable populations.

It is against this background that ARASA plans to conduct an online short course on UHC to address the divide and gaps in advocacy and implementation of the Universal Health Coverage.

Aims and objectives

The aim of this consultancy is to engage an institution to create content and facilitate a 4 week online short course on Universal Health Coverage, health financing and health economics. The course will be conducted through ARASA Moodle learning platform and the participants are expected to dedicate at least 8 hours of their free time to check on the platforms, read and respond to the quizzes and assignments.

The institution will be expected to:

  • Update already existing and co-create with ARASA the course content and training material and tools for 4 week’s sessions of the online course. Tools will include power point presentations, interactive quizzes, videos, podcasts, case studies and assignments.
  • Develop a detailed outline of content of the online course on UHC with a focus on advocacy for comprehensive Sexual and Reproductive Health and Rights (SRHR) in UHC.
  • Moderate the online course over a period of 4 weeks. This includes providing technical support to the participants to navigate the course materials and to complete their assignments.
  • Facilitate 5 online contact sessions with participants using zoom or teams.

While the ARASA staff will support the consultancy as appropriate, the institution or consultant(s) will be expected to make use of their own resources to complete the task.

Required Experience

  • Demonstrated experience in using digital platforms and web-based learning platforms.
  • Demonstrated expertise of online course facilitation/moderation
  • Demonstrated development work experience on UHC, health, domestic financing especially in East and Southern Africa (ESA) region.
  • Experience and vast knowledge on health economics is an added advantage.

Deliverables

The consultants/institution will do the following:

  • Moderation of the 4 weeks online course; the moderator will be expected to interact through a question-and-answer forum with participants on agreed dates.
  • Conduct a 2-hour online contact session weekly with participants.
  • Share a 4 week’s course outline and resource training materials with ARASA.
  • Update the existing course learning materials on UHC, domestic financing and advocacy.
  • Develop an evaluation report after completion of the online course.
  • Together with ARASA, co-create learning tools for the course as well as assignments for the course.

ARASA will support the consultant through providing the login details of the course, and the existing training materials on UHC and health financing as well as doing tutorials on how to navigate the Moodle eLearning platform.
