Location: Abuja (FCT) and any of the Project’s supported states of Bayelsa, Edo, Imo, Jigawa and Lagos
Duration: 40 days

Description

  • The USAID-funded project, MOMENTUM Routine Immunization Transformation and Equity (M-RITE), works in partnership with the Nigerian government to increase the capabilities of the health system, at national and subnational levels of the Health System of Ministry of health Nigeria Expanded Program on Immunization (EPI).
  • The project seeks to address the barriers to reaching zero-dose and under-immunized children with life-saving vaccines and other health services. M-RITE is working closely with the Nigeria National Expanded Program on Immunization (EPI) and COVID Vaccination ramp up in the five focal States of Bayelsa, Edo, Imo, Jigawa, and Lagos, the Government of Nigeria and other routine immunization implementing partners.
  • The importance of proper health management information system as a tool for project management and decision making cannot be over emphasized in this time and age. A health information system enables health care organizations to collect, store, manage, analyze, and optimize service delivery and other key data.
  • The administrative routine immunization coverage data is being collected through the NHMIS health facility-based data tools version 2019 and reported into the FMOH-DHIS2 instance.
  • Currently, this platform and its RI module has been inconsistent thereby creating a need for an improved innovation for RI data visibility.
  • Integrated PAPA LQAS by NPHCDA and RI-Data Spot-check findings by M-RITE revealed that monitoring and use of data remains an issue; including incorrect use of facility RI data tools, low capacity to sufficiently analyze, interpret, and use data for decision making.
  • National Primary Health Care Development Agency (NPHCDA) is developing the EMID for RI instance and applications using the District Health Information System (DHIS).
  • This will promote the culture of using data to uncover and address the underlying challenges impeding progress in RI/PHC performance especially in service delivery outcomes.
  • The web-based version DHIS2 is an open-source software platform for collecting, collating, validating, analyzing, visualizing, presenting and sharing data for all health programs.
  • The DHIS2 data model supports both aggregate and individual-level data – including features for monitoring and following up with individual people or entities over time – and online and offline data entry via the DHIS2 web portal, mobile Android app, SMS, or direct import.
  • This data analytics and management platform is completely web-based and boasts great visualization features and the ability to create analysis from live data in seconds.
  • MOMENTUM-Routine Immunization Transformation and Equity (M-RITE) is providing support to the NPHCDA and its focus states on the introduction of proven solutions and emerging innovations to enhance routine immunization (RI) outcomes using technical assistance and technology to holistically strengthen capabilities, motivation, and opportunity for data quality, analysis and use.

Objectives of the assignment
The objective of the assignment is to:

  • Customize RI/PHC data analytic and visualization platform, configure the meta-data and analytics, and create powerful data visualizations on interactive dashboards to track key RI/PHC service data indicators linked to Electronic Management Information Database for RI, the national HMIS-DHIS2 and Health Facility Registry.
  • Develop local capacities of M-RITE Technical/MEL Team and PHC Agencies/MOHs Data Team in M-RITE focus States to use the RI/PHC RI/PHC data analytic and visualization platform. 

Tasks
Specifically, the JSI/M-RITE will engage a Consulting Firm to:

  • Facilitate a storage bandwidth (procurement and setup of a cloud server) for real time data synchronization, updating the RI facility org units hierarchy/groupings/mapping on the RI-PHC instance.
  • Configure the revised RI indicators meta-data, create data analytics and visualization modules of powerful interactive RI indicators and results dashboards as a management tool for better decision making.
  • Provide a comprehensive data management solution based on data warehousing principles and a modular structure which can easily be customized to the different requirements of a management information system, supporting analysis at different levels of the organizational hierarchy.
  • Provide data entry tools which can either be in the form of standard lists or tables or can be customized to replicate paper forms.
  • Provide different kinds of tools for data validation and improvement of data quality.
  • Provide easy to use – one-click reports with charts and tables for selected indicators or summary reports using the design of the data collection tools. Allow for integration with popular external report design.
  • Create user-specific modular dashboards for quick access to the relevant monitoring and evaluation tools including indicator charts and links to favorite reports, maps and other key resources in the information system.
  • Design easy to use user-interfaces for metadata management e.g., for adding/editing datasets or health facilities. No programming needed to set up the system in a new setting.
  • Enable functionality to design and modify calculated indicator formulas.
  • Provide user management module for passwords, security, and fine-grained access control (user roles).
  • Ensure messages can be sent to system users for feedback and notifications. Messages can also be delivered to email and SMS.
  • Enable users to share and discuss their data in charts and reports using Interpretations, enabling an active information-driven user community.
  • Enable functionalities of export-import of data and metadata, supporting synchronization of offline installations as well as interoperability with other applications.
  • Using the DHIS2 Web-API, allow for integration with external software and extension of the core platform using custom apps.
  • Ensure modules can be developed and integrated as per user needs, either as part of the DHIS2 portal user interface or a more loosely coupled external application interacting through the DHIS2 Web-API, importing and exporting data in HFR platform on to the DHIS2.
  • Customize standard reports for aggregate reporting at the various levels.
  • Customize the dashboards for data visualization, interpretation, and use.
  • Continuously update the customized RI/PHC HMIS RI/PHC data analytic and visualization platform based on new changes.
  • Improve and enhance visual outputs from the information system using applications like the Power Business Intelligence (Power BI) data visualization tools and ArcGIS/QGIS.
  • Customize the instance to suit the Project’s workplans for RI and COVID-19 Vaccines performance management, RI-AMELP/ COVID-19 Vaccines PMP indicators dashboards, other data demand and use as will be identified by the MOH and M-RITE at federal and state level.
  • Produce a user guide on customized analytic dashboards for nationwide use on key indicators sourced from the RI/PHC data analytic and visualization platform.
  • Train and mentor at least 10 in country M-RITE MEL and Program staff to support, use and maintain the RI/PHC data analytic and visualization platform and cascade trainings/coaching/mentorship to selected federal and state level NERICC and SERICC Data Team to use the instance/apps; support participants to develop a cascade plan for stepping down the training, prepare a detailed report on the training and submit the report to the M-RITE Nigeria country team within 5 business days after completion of the training.

Deliverables
The Firm will work with and submit the following to JSI/M-RITE’s Activity Manager: 

  • Full Technical and Financial Proposal including a 40days workplan with timelines from October 30 to December 30
  • Inception Report of a 2-day proposal information review with JSI/M-RITE team.
  • A customized and functional RI/PHC Instance to suit data demands that will be identified by the users with powerful and interactive dashboard for all standard and custom indicators required by USAID/M-RITE and SMOH for RI/PHC performance monitoring. The RI/PHC instance must feature or display the following:
    • Powerful and interactive data visualizers and maps on the RI/PHC Instance like Power Business Intelligence (Power BI) and ArcGIS/QGIS.
    • Map of Nigeria highlighting the Project areas and sites including apex PHCs and other PHCs per Ward by LGA in the M-RITE focus states.
    • Health facilities listed by approved groupings – types/level/ownership on the RI/PHC Instance aligned to the national DHIS2 platform/the HFR.
    • Functional and optimized modules/dashboards for performance management of the Project’s workplans for RI and COVID-19 vaccination, RI-AMELP indicators, COVID-19 vaccination PMP indicators and other data demands.
  • APIs developed to link the RI/PHC instance to the national platforms approved by the Project and MOH of focus states.
  • Final Consultancy Activity Report clearly describing each sub-activity/task performed as per scope of work and feasible recommendations for any identified changes, User guide and Training Report, all submitted on or before December 30, 2023.

Qualifications

  • Familiarity with donor-funded requirements for managing information systems, data management, data security, and reporting; implementation experience across direct international donor-funded projects including USAID is an added advantage.
  • Experience in leading the designing and implementation of health management information/Monitoring and Evaluation systems especially DHIS2 for public health programs/projects in Nigeria.
  • Experience with Health Informatics including data analysis and visualization.
  • Demonstrated experience in working with government structures at central or sub-national levels.
  • Demonstrated experience to develop strong capacity in operationalizing database interoperability.
  • Ability to facilitate training/workshops and present technical and strategic Information data in a clear and concise manner to audiences with varying degrees of knowledge/experience.
  • Excellent communication, and technical writing skills

Working Condition / Duration of Assignment

  • The consultancy period is for 40 days.
  • Tasks will be carried both remotely and physically as applicable in Abuja/FCT and any of the Project’s supported states of Bayelsa, Edo, Imo, Jigawa and Lagos.

Supervision:

  • The Assignment will be supervised directly by Senior Advisor MEL with approval by the Project Director.

  • Only successful bidder(s) shall be notified and will be asked to sign a Local Purchase Order (Contract document) with John Snow Incorporated.
