WHO ARE WE ?

Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world. We strive for universal health coverage where everyone has access to care, without barriers.

In Belgium and around the world, our projects are aimed at all those who do not have or no longer have access to healthcare. In particular, they are structured around five areas: people on the margins of society, vulnerable children, women, migrants or displaced persons, and victims of crises or conflicts.

To carry out our mission, we rely on three pillars:

  • Care : provide real access to care for populations.
  • Change : more than helping, we want to change things in the long term.
  • Bearing witness : We don’t stay silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional, and (inter)national) with facts, figures, and realities.

MISSION FRAMEWORK

Doctors of the World Belgium (MdM-BE) is an international medical development NGO that is part of an international network. The organization provides medical assistance to vulnerable groups in Belgium and around the world. It strives for universal health coverage where everyone has access to care, without barriers (financial, cultural, geographical, etc.). To carry out its mission, it is based on three pillars: Care, Support, and Witness.

With a view to establishing an expenditure verification report and examining the costs declared by the grant beneficiaries, MdM-BE is seeking an approved auditor.

The auditor must follow the Audit Protocol, available in the attached file.

MdM-BE wishes to draw the tenderer’s attention to the fact that the services must be carried out remotely.

DESCRIPTION OF THE CONSULTATION

  1. Project Information

Titre du projet : Xenia – Protection and Assistance for Migrants and Vulnerable Members of Host Communities

Implementation duration: 3 years (04/01/2024 – 03/31/2027)

Total cost of the program: EUR 5,350,000

  1. Duration and Period of the collaboration

The audit contract will cover a period of three years, corresponding to the duration of the project (from April 1, 2024 to March 31, 2027). The selected auditor undertakes to carry out an annual audit at the end of each financial year of the project.

The checks will take place at the following times:

  • Audit n°1 :
    • Controlled period: 01/04/24 – 31/12/24,
    • Audit period: 05/01/25 to 05/31/25
    • Sending of the audit report: 06/15/2025
  • Audit n°2 :
    • Controlled period: 04/01/25 – 12/31/25
    • Audit period: 05/01/26 to 05/31/26
    • Sending of the audit report: 06/15/2026
  • Audit n°3 :
    • Controlled period: 01/04/26 – 31/03/2027
    • Audit period: 05/01/2027 to 07/31/2027
    • Sending of the audit report: 08/15/2027

Note: Médecins du Monde Belgique (MdM-BE) reserves the right to terminate the collaboration after the first or second year of execution, in the event of dissatisfaction with the quality of the services provided. This decision will be notified to the auditor within a reasonable time after receipt of the annual report.

  1. Expected deliverables

The auditor must submit each year:

  • An audit report in accordance with ISA 805 with an opinion on the project’s financial statements.
  • A factual findings report in accordance with ISRS 4400, covering internal controls, partner management and budget compliance.
  • Deliverables must be submitted in PDF format by the agreed deadline.
    Detailed requirements are described in the audit protocol attached to these specifications.

INTEREST(S)?

Interested candidates are requested to send a submission file before 18/04/2025 at 11:59 p.m. to the following email address: consultancy@medecinsdumonde.be, specifying “ Xenia project audit ” in the subject line of the email.

The submission package must include:

  • technical offer including the consultant’s updated CV* and a description of the methodological approach envisaged to answer the questions and objectives set out above;
  • financial offer including a detailed financial proposal in EUR, all taxes and duties included and including all anticipated costs.

*The bidder’s CV will clearly and in detail (organization, type of services and period of services) indicate their similar experiences.

The candidate’s offer, the documents attached to it and the documents exchanged are written in French .

By submitting its offer, the tenderer accepts all the clauses of the Specifications and waives all other conditions. If the contracting authority finds, during the analysis of the offers, that the tenderer has added conditions that make the offer imprecise or if the tenderer expresses reservations regarding the conditions of the Specifications, the contracting authority reserves the right to consider the offer as substantially irregular.
