Position Title: Health Information Systems Engineer,Strategic Information Systems

Reports To: Lead Software Developer

Location: Employees in this role can work from our Boston, MA office, remotely within the U.S. or hybrid of these two options. Up to 10% international travel

Position Overview

The Health Information Systems (HIS) Engineer,Strategic Information Systems (Systems Engineer) is responsible for supporting, implementingand configuringcloud-hosted and locally deployed health information systems utilized across the health facilities Partners In Health (PIH) supports worldwide. Working as a key member within a small team of global health information systems specialists, the Systems Engineer will collaborate closely with informatics, monitoring and evaluation, quality improvement, supply chain, laboratory, radiology, and other clinical & operations departments globally on maintainingcritical systems in support of patient care, operational efficiencies, and continuous improvement. This person will support the development of best practices for administering our systems, and work with our implementation teams at our health care facilities to execute them.The Systems Engineer must have a strong and demonstrated technical aptitude and a passion for health equity.

Primary Responsibilities

End-User Support and Capacity Building (35%)

·Collaborate with site-based HIS and IT managers for identification and resolution of technical support issues, including both software and hardware-related issues.

·Proactively monitor deployed systems for potential issues.

·Directly train and work with care delivery site counterparts to increase overall capacity to perform system support.

·Develop documentation, including training materials and support manuals, to facilitate local resolution of issues.

·Facilitate issue notification and resolution with vendor support teams for health information systems.

System Implementation and Configuration (25%)

·Configure information systems, including OpenMRS, in the cloud and locally for use at our health care facilities.

·Develop and implement automated tools for repeatable provisioning of applications, configuration and content into development, test, and production environments.

·Configure andintegratedisparate health information platforms within a Health Information Exchange including for Data Warehousing, Data Collection, Lab, Radiology, Pharmacyand other systems.

Server Administration, Security, and Operations (25%)

·Provision and update servers in both cloud and on-premises deployments.

·Configure, document, and maintain back-end services including user accounts, backups, monitoring, network configuration, SSL certificates, security rules, and package upgrades.

·Administer and maintain productivity and collaboration tools (e.g., JIRA, Bamboo).

·Develop tools to facilitate the consistent and reliable provisioning of servers and applications, leveraging industry best practices (e.g.,Ansible, Puppet, Docker).

Field-based Collaboration, Support (15%)

·Travel periodically to PIH care delivery sites for bi-directional training, learning and collaboration on cross-site support improvement.

·Perform site assessments and support planning for infrastructure and process changes in support of HIS implementation.

·In-person and virtual support of rollout of new implementations, including training, support, and maintenance.

·A Bachelor’s or Master’s degree in computer science or a related field, along with a minimum of two years of relevant work experience.

·Alternatively, in place of a degree, a proven track record of 4 to 8 years of experience working as a Systems Engineer or in a related role.

·Mastery of Linux system administration (particularly Ubuntu) and Bash shell

·Experience with DevOps tooling such as Docker, Ansible, and Puppet strongly preferred

·Strong understanding of core programming principles

·Familiarity with Windows system administration a plus

·Experience with SQL strongly preferred

·Experience with any of the following domains a plus:

oOpenMRS, DHIS2, CommCare, or other open source HIS solutions

oHIS Interoperability standards including HL7 and FHIR

oOpen-source development and collaboration with widely distributed teams

·Experience collaborating with local and remote teams in an agile development environment (i.e., tracking work in tickets, using source control tools such as git, performing code reviews, etc.)

·Ability to take initiative, work independently and with minimal direction

·Interest in public health, international development, and social justice strongly desired

·Strong communication and organizational skills

·Fluency in English is required; proficiency in French, Haitian Kreyol, or Spanish desirable

Pay and Benefits

The pay range for this position at commencement of employment is expected to be between $70,000.00 and $90,000.00/year. The starting salary offered may vary depending on multiple individualized factors, including market for the position, job-related knowledge, skills and experience.

Subject to the terms and conditions of the applicable plans then in effect, eligible employees may enroll in a 401(k) plan with employer match, as well as participate in organization-sponsored medical, dental, vision, short-term and long-term disability insurance, and basic life insurance plans for the employee and the employee’s eligible dependents. Full time employees will receive 15 days of vacation, 12 sick days, 3 personal days, and 3 volunteer days in addition to paid time off during the week between Christmas and New Year’s Day, the week of July 4th, and 11 additional holidays annually.
