Description
- NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection.
- NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa State) and Jos (in Plateau State), NRC can respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.
- These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees.Â
- In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Mubi, Pulka and Gwoza.

- If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Wash/Shelter officer to join our team in Jos, Plateau State.Â
- The Wash/Shelter Officer position is the day to day implementation of the integrated CC Projects notably Education through WASH in schools, FSL/WASH construction related works with support to shelter.Â
- The WASH/Shelter Officer will ensure effective planning, preparation of technical designs, BoQs, Supervision of the construction works and provide technical support for integrated activities.Â
- He/she will also work closely with WASH officer, Shelter team FSL and Education project Officers in the field to ensure timely delivery of construction activities and will assist the Project Managers in the overall planning and design of (future) projects.
Responsibilities
Generic responsibilities:
- Ensure adherence with NRC policies, tools, handbooks and guidelines.
- Participate in integrated project plan of action – consolidate all construction projects captured at CC level with support from the CC Leads – FSL / WASH / SHELTER / EDUCATION.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents – Notably BOQ’s, completion certificate.Â
- Promote and share ideas for technical improvement for constructions of WASH facilities in schools’ projects notably classrooms, latrine constructions and water points and irrigation related outputs.
- Preparing accurate monthly progress reports and other technical documents or tools
- Contributes to capacity building of project staff and community volunteers assisting in construction projects.
- Collaborate with local authorities and other stakeholders and promote the rights of people affected by displacement (IDPs, returnees, refugees, host populations) in line with NRC’s advocacy strategy.
Specific responsibilities:
- Work with implementing partners tasked with construction works, water points, dams and other related infrastures.
- Community engagements notably during technical needs assessments, WASH committee’s trainings, and participate in focus group discussions,community meetings, and other community mobilization activities.Â
- Supervise and monitorcontractor works, works carriedout and confirm Daily/Incentive labor and/or repairs includingcorrect usage, specifications of materialsand general quality of the works.Â
- Supervision of technical service providers and local technical partners.
- In collaboration with the supervisor, actively participate in the preparation of ToRs for the selection of team members e.g.local masons and carpenters as appropriate.
- Develop the necessary construction tools for the integrated CC’s according to the supervisor’s instructions (drawing, specifications, technical specifications, service contract, supply, and use of construction materials, etc.).
- Participate in the implementation of the monitoring plan of activities delegated by the supervisor,Â
- Ensures the archiving of all project documents – project photos, BoQ’s and technical drawings including minutes of meetings.
- Maintain a system of reasonable control over the materials and tools used, while mentioning the quality of the material obtained and ensure that all construction works are in line with national and local guidelines.
- Ensure that 10% retention on construction activities achieve their objectives within the set timeframe.
- Ensure that activities promote accountability to beneficiaries, gender and protection sensitivity and effective inclusion in programming.
- Provide regular reports at the required frequency and in the required manner, document the results and keep detailed records.
- Reports on difficulties, lessons learned and any other obstacles that may affect the implementation of the activities.
Qualifications
- Candidates should possess a University Degree in EHA, Hydraulics, Hydrology, Civil Engineering, Public works, Architecture, or its equivalent.
- Higher education certificate shall be considered as an added advantage.Â
- Minimum 3 years of experience of working as a Project Officer in a humanitarian / recovery context
- Solid knowledge of the principles of WASH in a conflicting environment
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Good knowledge of English of both verbal and written communication.Â
Context / Specific skills, knowledge, and experience:
- Proven knowledge in construction works, borehole construction/rehabilitation, irrigation infrastructure, water points, latrines construction/rehabilitation.Â
- Proven knowledge in soft WASH components including community sensitization, construction works
- Project design skills.
- Good capacity for planning and monitoring of activities
- Have a great capacity for analysisÂ
- Have good knowledge/experience in conducting qualitative/quantitative assessments and in responding adequately to identified gaps
- Ability to work in a team and in a heterogeneous environment.
- Have a good knowledge of the local cultures and languages of the areas of interventionÂ
- Have a good command of computers (Windows, Word, Excel, PowerPoint, CAD software).
