Job Title: WASH Private Sector Engagement Specialist for Lagos Urban Water, Sanitation, and Hygiene (LUWASH) Activity

Description
- Chemonics seeks a short-term Private Sector Engagement (PSE) WASH Specialist for the Nigeria/LUWASH Activity.
- The project aims to increase the availability, quality and use of safe water and sanitation services and improve the governance and sustainable management of associated sector institutions in Lagos, Nigeria.
- Through an integrated, market-based approach, LUWASH will work across the value chain of WASH services to bolster supply and manage demand within a strengthened framework of sector governance, financing, and regulated services. The activity aims to catalyze sector transformation and generate WASH service improvements for at least 4 million people in low-income communities and build a foundation for continued progress beyond LUWASH.
- The short-term WASH PSE Specialist will develop a strategy and workplan to effectively engage and integrate the private sector stakeholders into the project plan. This position will be based in Lagos, Nigeria.

Responsibilities
Responsibilities include:
- Assess the WASH supply chain across Lagos as it relates to private sector water service providers (spare parts, solar panels, pumps, water treatment chemicals, etc.), sanitation (latrine slabs, latrine installation services, etc.) and hygiene services and products (MHH dignity kits, hand washing facilities, soap products, etc)
- Conduct gap assessment of the WASH supply chain across Lagos
- Identify viable market-based water spare parts, solar panels and sanitation business models tailored to the Lagos context with clear customer segmentation to determine target audiences
- Conduct Cost Benefit Analysis (CBA) for sustained private sector engagement for existing private sector actors in WASH water services, sanitation and hygiene services and products
- Lead the development of a robust WASH PSE strategy and supporting partnership initiatives, work with commercial utilities and local authorities to promote locally led solutions and women’s economic empowerment, identify routes for mobilization of private capital, and engage the private sector in addressing the service and quality gaps within the WASH sector
- Identify opportunities for public-private partnership (PPP)s, as well as initiate the design and implementation of engagement efforts with private sector actors and investors across all objectives
- Identify and list pool of potential SMEs ready and viable for the WASH grants and other support and services
- Identify workplan activities for LUWASH to pilot private sector models for service provision along with a sustainability strategy
- Identify incentives framework for private sector participation in Urban WASH
- Represent the team on PSE, partnerships, and investment issues at technical, policy and strategic planning meetings
Qualifications
- Bachelor’s Degree in Management, Economics, Business, International Relations, Social Science, Political Science, Planning, or a related field. Advanced Degree is preferred in water engineer, business administration, Marketing, Environmental Health, and other relevant professions with an experience in Water, Sanitation and Hygiene related subjects
- A minimum of 5 years progressive experience, 3 of which should be in the WASH Sector particularly in sanitation marketing related activity implementation (USAID project experience is encouraged)
- 10 years of professional working experience in the private or nonprofit with private sector engagement, investment facilitation, fundraising, facilitating partner negotiations and formalizing partnership deal structures within the WASH and other similar sectors
- Experience in designing and developing strategic relationships and engagement between government, industry, and development agencies
- Substantive networking, collaboration, and partnership development experience in Nigeria preferred
- Experience in undertaking market-based sanitation strategy development and other similar assignments
- Excellent interpersonal and entrepreneurship skills in interacting with the government and development partners and other stakeholders
- Skills in facilitation of stakeholder engagements/workshops
- Excellent written and oral communications skills in English
- Demonstrated leadership, versatility, and integrity
