We are recruiting to fill the position below:
Job Title: WASH Officer
Locations: Kaga & Konduga – Borno

Duty Station: Kaga and Konduga LGAs, Borno State
Contract Type: Fixed Term (6 Months)
Supervises: WASH Assistants, Hygiene Promoters, and Community Volunteers
Grade Level: Based on the CATAI salary scale and experience.
Position Summary
- The WASH Officer will be responsible for the planning, implementation, monitoring, and reporting of all Water, Sanitation, and Hygiene (WASH) activities under CATAI’s integrated Nutrition and WASH project in Kaga and Konduga LGAs.
- The role focuses on improving access to safe water, sanitation, and hygiene services, strengthening community engagement, and ensuring sustainability through capacity building and protection-sensitive programming.
Key Responsibilities
Program Implementation and Coordination
- Lead the implementation of WASH activities in line with project objectives, work plans, and donor requirements.
- Oversee rehabilitation, construction, and solarization of water points, ensuring compliance with national and international WASH standards.
- Conduct regular field assessments to identify needs, plan interventions, and ensure quality implementation of WASH infrastructure and hygiene promotion activities.
- Support the integration of WASH with Nutrition, protection, and health interventions to ensure multi-sectoral impact.
- Supervise WASH Assistants and Hygiene Promoters to ensure timely delivery of field activities.
Community Mobilization and Capacity Building
- Mobilize and engage community members in WASH activities, including the establishment and training of WASH committees.
- Facilitate hygiene promotion and behavior change communication sessions focusing on disease prevention, menstrual hygiene management (MHM), and safe water practices.
- Build the technical capacity of community volunteers and local artisans to ensure the sustainability of rehabilitated WASH facilities.
- Promote inclusive participation of women, youth, and persons with disabilities in community WASH decision-making structures.
Monitoring, Evaluation, and Reporting
- Ensure accurate data collection, documentation, and reporting of WASH activities using approved monitoring tools.
- Conduct routine water quality testing, functionality checks, and maintenance follow-ups of water facilities.
- Support MEAL teams in conducting post-intervention monitoring, beneficiary feedback collection, and lesson learning.
- Prepare and submit timely weekly and monthly progress reports to the project manager.
Coordination and Representation
- Coordinate closely with the Nutrition Officer, Protection Officer, and other sectoral staff for integrated project delivery.
- Represent CATAI at LGA-level WASH coordination meetings, cluster forums, and stakeholder engagements.
- Maintain strong collaboration with local authorities, community leaders, and line ministries (e.g., RUWASSA, WASH Units).
- Ensure adherence to humanitarian principles and CATAI’s accountability and safeguarding standards.
Logistics, Procurement, and Compliance
- Prepare technical specifications, Bills of Quantities (BoQs), and material requests in collaboration with the Logistics and Procurement units.
- Monitor contractors and suppliers to ensure quality and timely delivery of goods and services.
- Ensure that all WASH interventions comply with donor, government, and CATAI policies and environmental protection standards.
Qualifications and Experience
- Bachelor’s degree in civil engineering, environmental health, water resources management, public health, or a related field.
Experience:
- Minimum of 3 years experience in implementing WASH programs in humanitarian or development contexts.
- Experience in borehole rehabilitation, solar-powered water systems, hygiene promotion, and community engagement.
- Familiarity with WASH standards (SPHERE, WHO, UNICEF) and Nigerian WASH sector policies.
Skills and Competencies:
- Strong technical knowledge of WASH infrastructure design and supervision.
- Proficient in data collection, analysis, and reporting (MS Excel, Kobo, or ODK).
- Excellent communication, coordination, and community mobilization skills.
- Strong understanding of gender, protection, and disability inclusion in WASH programming.
- Ability to work independently in remote and insecure locations.
Languages:
- Fluency in English and Hausa is required; Kanuri is an added advantage.
