OBJECTIVES OF THE PROGRAMME

Integrated health services delivery contributes to the development of primary health care-based health systems and thus to health services delivery that is more accessible, equitable, efficient, and of higher technical quality, with a connected network of various services providing a single continuum of care and one that better fulfils citizens’ expectations. Integrated health services delivery is crucial for addressing high-priority diseases in Papua New Guinea. Comprehensive approaches included in the CCS 2024-2028 are: 1. Strengthen TB control. Improve TB detection, treatment coverage and drug-resistance management. Invest in laboratory infrastructure, health-care workforce training and patient-centred care approaches.  2. Scale up HIV/AIDS interventions. Expand HIV testing, treatment and prevention services, particularly among key populations. Focus on pediatric HIV care, ensuring comprehensive care for HIV-positive children and pregnant women. 3. Improve malaria services. Enhance accessibility to malaria services in remote areas, strengthen surveillance systems and ensure an adequate supply of medications and insecticidal nets. Promote compliance with treatment regimens and target vector control strategies. 4. Integrate surveillance and case management for NTDs. Strengthen primary health-care systems to effectively manage NTDs such as yaws, leprosy and lymphatic filariasis.

DESCRIPTION OF DUTIES

·      Provides technical leadership and managerial support within the IHSD team,in the area of communicable diseases ensuring that activities in this area are carried out efficiently and effectively.

 Â·      Develops and proposes technical communicable diseases policies and strategies for implementation through collaborationwithNational Department of Health and RegionalOffice andCountryOfficeandprovidesadviceindeveloping further the TB/HIV programme for strengthening and improving technical capacity of target clienteles.

·      Manages the programme area in delivering its objectives through efficient managing a small team of technical staff of Communicable Diseases, financial resources and effective work planning to optimize the programme’s deliverables in line with the mandate of the Organization.

·      Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.

·      Manages the monitoring and evaluation and reporting of the communicable diseases of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.

·      Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise. Â·      Liaises with and utilizes partnerships in other UN Agencies, Donor, or research institutions in the Communicable Diseases to position the technical area of work and implementation into Global and/or National policies. Â·      Represent the programme area of work at various meetings to advocate for robust response to communicable diseases.·      Performallotherrelateddutiesasassigned.

Specificduties

·       Act as a technical advisor to the public concerning communicable diseases; respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures.

·       Responsible and oversees the overall quality assurance and relevance of contractual engagements with partners and institutions and provides advice and guidance on WHO’s support.

·       Conduct capacity building and develop training programmes in the related areas for capacity building.

Education

Essential: An advanced university degree (Masters level or above) in medicine, public health or communicable diseases.

Experience

Essential: A minimum of 10 years of professional experience in the management of communicable diseases focusing on priority diseases such as TB, HIV and related diseases,includingexperienceintheareaofdevelopment ofpolicies, strategies and action plans for implementing communicable disease programmes.Demonstratedexperience managinghuman and financial resources. Demonstratedrelevant international experience. Within this experience, demonstrated professional experience working at the country level providing technical advice and services to national counterparts, Ministries of Health and other partners on communicable disease related issues. Experience managing diverse teams.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3249 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
