JOB DESCRIPTION

OBJECTIVES OF THE PROGRAMME

The WHO country office in Malawi supports the strengthening of the national health information system to improve the availability, quality and use of health data and information as a basis for better results and accountability, for the policy development and decision-making at different levels. This support includes the creation of synergies with the WHO Regional Office for Africa, the Ministry of Health of Malawi and partners, including academic institutions, to:i) align investments with the national health information and monitoring system and the evaluation(ii) the provision of technical support for the production, collection, analysis and synthesis, and dissemination of health data and information(iii) for the developmentand promotion of harmonized standards, tools and methodologies for the collection, analysis and synthesis of data, and the dissemination of health data and information and the application of knowledge.In addition, through the WHO’s Health Emergencies Programme in Malawi, the WCO will help the country to coordinate international action, to prevent, prepare for, detect, rapidly respond to & recover from outbreaks & emergencies.

DESCRIPTION OF DUTIES

With excellent skills in health and data management and in collaboration with other departments of the WHO Country Office, WHO Regional Office for Africa, Ministry of Health and Collaborating Partners, technical support for generation,collection and analysis, synthesis and communication, the incumbents specific tasks will include the provision of technical assistance in the following:Development or updating of legislation and policy framework for the health information systemAlign investments in the health information system with a comprehensive and harmonized M & E strategic plan and framework and integrate them into national health sector strategies.Lead the team and be responsible for overseeing the work of the Information Management unit and/or coordinate the work of Information Management assets located throughout disparate units.Manage the timely and high-quality collection, analysis, production and dissemination of data/information. This includes response specific information (what, where,who, how many, how quickly, current status), internal and external situation reports (SitReps), bulletins, rapid needs assessments, health risk assessments,and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP). Lead the development of project documentation based on the overall strategy and plan,for use by the emergency leadership to mobilize resources. Continually adapt planning and project documents based on available information and revolving emergency situation, as required; this includes planning and management of human and material resources, expenditure, status of interventions and partner activities, progress towards achieving objectives,etc. Develop and improve field information management procedures at the local and regional levels to ensure that information management in the field provides the best possible functionality and usability to stakeholdersEnsure inter-cluster communication and information sharing.Oversee and design field epidemiological surveys if/where needed, such as mortality and vaccination coverage surveys, with support from epidemiologists as needed. Build the capacity of team members and partners involved in the planning anddata/information management process; provide ongoing technical guidance and training on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management.The incumbent will continuously participate in the development, application and promotion ofnew methods, tools and capacity building programs to improve the availability,quality, analysis / synthesis and dissemination of information health.To guide, coach, motivate and manage the Monitoring and Evaluation Office under him/her including articulating the vision and goalsof this sub-team in the SMO Cluster, ensuring the coordination, monitoring and approval of work plans and mission requests, resolving problems while promoting effective team work and results, within the framework of WHO Staff Rules and Regulations, and AFRO accepted procedures. Managing related budgets within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures. Performany other related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

EDUCATION

Essential: Auniversity degree in Information Management; health information, statistics;public health or epidemiology or computer science complemented by training ininformation management from an accredited/recognized institute.
Desirable: Specialization in information management systems. Specific training in humanitarian response orinformation management in emergencies.

EXPERIENCE

Essential: Have at least 5 (five) years of experience in data management, information management (or related field), monitoring, needs assessment, project management, data management and information dissemination in the public health sector or health development sector, at national and international levels, part of which in emergency management or humanitarian context in leadership positions. Experience in developing and promoting collaborative partnerships. Experience with the compilation and analysis of large datasets from multiple sources. Good knowledge of the public health program or epidemiology
Desirable: Relevant work experience in WHO, other UN agencies; experience working in relevant non-governmental or humanitarian organizations. Experience in developing countries.

1. Basic elements of SIS governance and how they can be used to improve the health informationsystem2. Common sources of health and tools and mechanisms for their collection of facility-basedregistry systems, community registration systems, international disease classification, and DHIS 23. Limitations of data from various sources, information system and approaches to data qualityanalysis4. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2372 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
