About Chain of Hope

La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development.
We operate in 28 countries through a global approach, focused on children but also on mothers and disadvantaged communities:

  • Prevention and screening from a young age, particularly within the framework of school health programs.
  • Care and surgery, to meet the most urgent needs of children and their mothers.
  • Training and skills transfer to local teams thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital structures adapted to local needs.

The post

Reporting to the Geographic Manager, the Program Coordinator pilots and monitors the programs in his portfolio, ensuring their consistency with the operational and organizational strategy of the association, their effectiveness and efficiency, and their good accountability to third parties. As part of his role, the Program Coordinator will act as an interface with the missions on the one hand, and the various services and departments at Headquarters on the other. He provides cross-functional support for the operation of the country offices.

The scope of responsibility of the Program Coordinator is sometimes subject to change, depending on operational needs.

Strategy and operational management

  • Coordinates the operational strategy of the programs with the field teams, in consultation with the geographic manager.
  • Ensures that its programs comply with the association’s strategy.
  • Guarantees the proper implementation and deployment of its programs throughout the project cycle (identification, needs analysis, formulation, implementation, reporting, monitoring, evaluation, capitalization and learning).
  • Defines and plans medical and technical missions.

Financial management

  • Contributes to monitoring the budgets of its programs in close collaboration with management controllers.
  • Support the Administrative and Financial Department in verifying the conformity of budget allocations, supporting documents and compliance with procedures in force both internally and externally.

Funding research and donor relations

  • Identifies potential sources of funding
  • Consolidates public and private funding, in close collaboration with Institutional Funding and Patronage Managers (participation in monitoring, development of concept notes and project proposals, reporting, etc.).
  • Actively participates in monitoring and negotiation with donors.
  • Finalizes narrative reports on substance and form and consolidates them with financial, technical and logistical elements

Compliance with obligations in terms of compliance, quality, accountability

  • Ensures the quality of the programs for which it is responsible (relevance, effectiveness, efficiency, sustainability, impact, and accountability to beneficiaries)
  • Ensures that its programs are managed in accordance with external obligations and internal procedures

Development of new projects

  • In collaboration with the field teams, and in conjunction with the technical departments, maintains a watch and analyses the changing needs of the countries in which he works and is a driving force for the development of new projects.
  • In conjunction with his geographical manager, with the other coordinators and the Medical Department, he studies the development of synergies between the programs
  • Meets and develops partnerships and participates in meetings (geographic, thematic) with other NGOs/international organizations likely to be complementary actors in responding to the needs of populations.

Security management

  • In collaboration with the security referent and the Head of Mission and the geographical manager, helps to define the security system for all employees contributing to the programs for which he is responsible.
  • Contributes to the analysis of the security situation in the countries concerned

Promotion of programs internally and externally

  • Contributes to the visibility of its programs, internally and externally in conjunction with the communications and collection team.
  • Participates, with the field teams, in collecting the information necessary for promoting the programs.

HR management

  • Supervises and ensures the organization of briefings/debriefings (headquarters level) of all personnel leaving and returning from the field
  • Participates in the management of national HR and contributes to the development of HR policy in the countries where it operates

Logistics management

  • Support for the sizing of resources necessary for the proper functioning of country offices.

In a transversal manner

  • Contributes to achieving the objectives of the Operations Department and developing processes and tools to improve the quality of programs
  • Actively participates in one or more thematic or collective working groups with the aim of improving the quality and efficiency of the organization’s internal processes.
