Responsibilities
Generic responsibilities:
- Line management of Shelter project field staffÂ
- Adherence to NRC policies, guidance and proceduresÂ
- Contribute to Shelter strategy development, project proposals and provide input on needs and gaps Â
- Manage and implement delegated portfolio of Shelter projects (activities, budget and project documentation) as delegated from Shelter Project Manager, Area Manager and Shelter Specialist in line with proposals, strategies and donor requirements, and ensure high technical qualityÂ
- Promote and share ideas for improvement and necessary changes in the activitiesÂ
- Ensure capacity building of project staff and transfer key skills Â
- Liaise and collaborate with relevant local authorities and other key stakeholdersÂ
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
- Provide regular progress reports to Shelter PM, Area Manager and Shelter Specialist Â
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assistÂ
Specific responsibilities:
- Supervise the NRC Shelter Project staff in relation to planning and implementation of project interventionsÂ
- Assist in development of relevant quantitative and qualitative indicators for Shelter activities
- Draft reports on project status and relevant access and advocacy issues
- Ensure project data collection and management and work closely with M&E to update relevant NRC tools (GORS, Internal Database, achievement and progress of project log frames
- Contribute to proposal writing and budget drafting processÂ
- Represent the shelter project in relevant coordination forums and working groupsÂ
- Oversee recruitments of shelter project staff and ensure capacity building and transfer of key skills in order to build a strong project team.Â
- Explore new methodologies, techniques, and materials for development and design for shelter solutionsÂ
- Assist the PM in developing beneficiary selection criteria and Standard Operating Procedures.Â
- Supervise shelter project team members – technical, social and protection focused – and ensure that beneficiaries have been selected in accordance with criteria
- In collaboration with PM develop project budgets including project inputs, staffing costs, team resources/running costs, transportation, construction costs, and all other costs necessary to implement project successfully
- Development of construction management tools and documentation. Verification and authorization of completion of works certificates
- Oversee the recruitment, training, organization, and management of community contracting cooperatives and incentive workers (community mobilizers, construction workers)
- Prepare PRs/POs and follow-up on the timely procurement of materials, tools and services
- Liaise and collaborate with relevant local authorities, local and international NGOs/Agencies and other key stakeholders at community and area level
- In collaboration with PM develop M&E plan and tools specific to project implementation
- Support PM in development of contingency response plans for any unforeseen emergencies.
- Any other task relevant to the position as requested by the (Area Manger/Shelter Specialist/Project Manager)
Qualifications
- University Degree in Civil Engineering or ArchitectureÂ
- Knowledge of emergency, transitional and permanent construction requirements and protocolsÂ
- Familiarity with international minimum standards of service delivery (i.e., SPHERE) is an advantageÂ
- Familiarity with AutoCAD, GPS, ARC GIS and Google Earth is strongly desirableÂ
- Experience with start-up, exit or similarÂ
- Experience household training in and infrastructure maintenanceÂ
- Knowledge of the context in North Eastern NigeriaÂ
- Knowledge of the local language and/or Hausa.
