Overview
- We are recruiting for a Senior Technical Advisor, Health Financing for the anticipated USAID/Nigeria Health Financing and Human Resources for Health.
- This position will lead efforts to support Federal and State government efforts in Nigeria to strengthen health financing and risk protection.
- The Senior Technical Advisor, Health Financing is accountable for project deliverables and results, implementation, and ongoing monitoring of project activities related to health financing, including fulfillment of technical strategy and vision, project and people management, documentation and reporting, and client and stakeholder relationship management. The position is full-time and based in Abuja with travel to various states.
Responsibilities
- Provide strategic guidance on health financing initiatives within the project and oversee technical workstreams and activities in relevant areas, including health insurance, costing, public financial management, domestic resource mobilization, and diaspora remittances.
- Collaborate closely with government officials, local stakeholders, and partner organizations to identify opportunities and strategies for advancing health systems strengthening and domestic resource mobilization priorities outlined by the project with a particular focus on expanding financial risk protection, increasing coverage for vulnerable populations, improving access to essential health services, and boosting utilization of state health insurance schemes and the basic healthcare provision fund.
- Work with local stakeholders to improve health budgeting and transparency.
- Work with local counterparts to improve sustainable financing for health at the Federal and State level, including improved allocation and release of funds.
- Lead, support, or supervise analytical work and economic analysis at the national and sub-national levels.
- Facilitate dialogue between the Federal, State governments and multisectoral partners, including the private sector.
- Serve as the primary liaison between the project, USAID, and the Nigerian government for activities related to health financing and governance, ensuring effective dialogue and relationships across all stakeholders.
- Manage a team of staff and consultants to ensure effective performance and institutionalization of expertise.
- Build and maintain effective collaboration, coordination, and partnerships across key internal and external stakeholders and identify and ensure synergies with other relevant efforts to achieve maximum impact.
Qualifications
- Master’s Degree in Health Economics, Health Financing, or related field.
- 10+ years of relevant professional experience is required, focused on designing, implementing, and/or evaluating health financing and health strengthening programs in Nigeria.
- Demonstrated technical knowledge of health insurance, financial protection, domestic resource mobilization, costing, and public financial management.
- Proficiency in navigating and understanding the intricacies of health systems and policies in Nigeria, including knowledge of key health financing stakeholders.
- Proven ability to provide technical leadership and support, capacity building and technical assistance on the design and implementation of activities related to health financing.
- Direct relevant experience in policy design, advocacy, and implementation related to health financing.
- Experience working with donor agencies and public institutions, particularly USAID, on effective health financing highly preferred.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly building productive and collaborative partnerships with government agencies, NGOs, private sector groups, USAID, and international organizations.
- Excellent organizational, analytical, oral, and written communications skills in English; demonstrated supervisory skills; and ability to work well on a team.
