Context:
Under the direct technical supervision of Migration Health Informatics Manager and administrative supervision of Senior Global Radiology Coordinator and in close coordination with various units of the Health Assessment Programme (HAP), , the Senior Migration Health Informatics Officer will work in close coordination with the Information and Communications Technology (ICT) Software Development Manager, ICT corporate software Project Managers, Health Assessment Programmes (HAP) and ICT teams in the International Organization for Migration (IOM) Headquarters (HQ) and the Manila Administrative Center (MAC) and designated subject matter experts. The Senior Migration Health Informatics Officer will lead the Software Solutions team and be responsible for the modernization, enhancement, and alignment of the MHD systems and the business processes and workflows in place in country and regional MHD operations.
Core Functions / Responsibilities:
1. Guide and oversee the development and integration/implementation of MHD software and applications by ICT and external vendors. Participate in the design/redesign of software solutions for MHD business and operational requirements in close consultation with relevant business analysis, technical and development teams and ensure adherence to industry standards in software development and IT infrastructure management processes.
2. Identify and propose modern technologies for better integration of MHD systems and software components with other corporate systems and migrant management applications. Proactively identify, propose, and advocate for industry standard systems for digital health and healthcare, electronic patient records, clinic management, medical supply, and cold chain management, as well as the use of artificial intelligence (AI) to support medical diagnosis (CAD).
3. Provide technical guidance and support to ICT to foster the design of professional medical applications on a robust and optimized architecture for high performance and availability, rich user experience, bandwidth efficiency and fast response times. Work with business process experts, all aspects of the development and deployment cycle to ensure maximum user satisfaction and successful project delivery and change management.
4. Maintain strong contacts with external software development vendors and directly manage augmented staff and consultants working on specific MHD software components and applications. Support the preparation of IT development cost budgets and MHD ICT staff and resource needs planning.
5. Monitor ICT planning and implementation of software solutions using agile methodologies to support business process and product prioritization; monitor progress, quality, and deadlines; drive the implementation of DevOps principles and best practices with continuous integration, continuous delivery (CI/CD), code quality monitoring/auditing and automated testing.
6. Be MHD IT Focal Point and technical lead in existing and new, corporate software development initiatives and projects such as Next Generation (NG), MIMOSA for IOM Affiliated Panels (IAP), Japan Pre-Entry TB Screening System (JIMS), Lab Information Management System (LIMS), Tele-radiology and Radiology Information System (RIF), as well as MHD internal system such as the Vaccines and Pharmaceuticals Inventory System (MedStock), online medical appointments and payments, data exchange interfaces with member state platforms such the Australian eMedical and the US EDN and
START and any other software development initiatives that may occur in future.
7. Plan and organize the implementation of new system releases and change requests to be used to deploy enhancements and/or modifications to the system. Prepare change management documents and compile and maintain project reports and the relevant technical documentation for all MH software applications. Identify recurrent end-user issues, detect if the latter are software related or user errors; contribute to training users and improving their knowledge.
8. Serve as OIC for the Migration Health Informatics Manager based in Valencia and provide expert support in coordinating the MHI unit. Supervise team workplans, assign and schedule team member tasks, lead team meetings and report on activity progress. In the role of first level supervisor, perform staff evaluation and support staff performance improvement processes; carry out admin and HR tasks as per MAC policies.
9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in information science, computer science, IT/IM project management, business administration or a related field from an accredited academic institution, with seven years of relevant professional experience;
• University degree, certification, or proven professional experience in medical or health information technology (Health IT), patient management systems, electronic health records (EHR) and/or health information management (HIM) from an accredited academic institution, with nine years of relevant professional experience; and,
• Professional certification in Project Management such as PRINCE2, PMP or Scrum Master, ITIL Foundation, and DevOps is an advantage.
Experience
• Excellent technical background and at least 7 years of experience in medical software development and health IT business analysis;
• Previous experience in software development life cycle management roles in an agile software development context;
• Strong project management experience and analytical skills with capacity to understand health IT business requirements and to translate them into technical solutions;
• Extensive experience in software development project management using industry standards, systems analysis, technical design and application architecture, database design to meet end user needs and expectations;
• Advanced experience, knowledge and understanding of computerized information and data management systems; and,
• Extensive exposure to innovative health informatics, tele-medicine, mobile health apps, digital medical records, patient management, and health information systems.
Skills
• Excellent problem-solving skills and ability to deliver timely and high-quality products that meet end-user requirements; Strong personal ownership and ability to set and meet high professional standards;
• Proven knowledge of health IT and information security industry standards, such as ISO 81001 and ISO 27001, and standard specifications for exchanging electronic health care data, such as HL7 FIHR;
• Proven knowledge of Cloud computing and software as a service (SaaS), infrastructure as a service (IaaS) and platform as a service (PaaS), especially for the health and medical industry;
• Advanced skills in MS Power Platform, MS Dynamics, Microsoft Cloud for Healthcare and AI for Health for Computer Aided Diagnosis (CAD);
• Practical knowledge of software development cycle management and constant integration (CI) tools such as MS DevOps or Jenkins;
• Excellent communication skills, including writing skills (a sample of technical writing should be submitted together with the application);
• Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision; and,
• Ability to work effectively and harmoniously with and supervise colleagues from diverse cultures and professional backgrounds.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
