WHO ARE WE ?
Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world.
We want universal health coverage where everyone has access to care, without obstacles (financial, cultural, geographical, etc.).
In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society (homeless people, undocumented people, drug users, sex workers, etc.); children in vulnerable situations; women (supported in their fight for equality or against sexual violence for example); migrants or displaced people and victims of crises or conflicts.

THE ESSENTIAL
The function aims to create and disseminate a pharmaceutical product management framework as well as encourage debate and critical reflection on medicines practices, under the supervision of the Director of the Health Department and in collaboration with the departments of medicines. operations and general services.
The aim is to improve the quality of care received in our projects by adapting as best as possible to the needs of patients/beneficiaries.
Main objectives of the position :
- Strengthen the management framework of the pharmacy circuit (standard list, order, reception, storage, delivery, etc.) at institutional level and ensure the proper use of Sagastock in Niger, Mali and the DRC.
- Coach and support national pharmacists via local coaching (availability to travel around 50% of the time in the field) and remotely.
- Monitor the implementation, ensure compliance with medication management protocols and tools in the different countries.
- Participate in different working groups in Belgium and internationally.
- Develop reflection around the place of medicine in care and in the environment (animal health, antibiotic resistance, pharmaceutical waste, etc.), in the lives of patients (acceptance, consideration, traditional pharmacopoeia).
- Participate in the reflection on the pharmaceutical operational strategy in Belgian projects.
MAIN TASKS
As a Pharmacy Stock Management Referent, you contribute to the definition of medico-operational strategies (pharmacy component) in order to ensure their consistency and implementation within projects.
Examples of tasks:
- Develop a stock management framework for pharmaceutical products including the entire drug chain in conjunction with the logistics department and suppliers, implement it internationally and in Belgium and ensure proper monitoring.
- Provide technical support to field teams on all issues related to pharmacy and medical inputs.
- Ensure compliance with the legal framework relating to medicines in Belgium and internationally.
- Participate, with the program coordinators, their N+1s and the field teams, in the choice of the operational strategy in accordance with the priorities and the MdM framework.
- Collaborate in the development of pharmacy indicators with the MEAL manager.
- Participate in the control and monitoring of indicators, in particular when drafting the technical parts of funding requests and their reporting.
- Ensure the reporting of pharmacy data from projects and their analysis within headquarters, set up monitoring systems.
- Advise/Propose training/workshops for teams and/or between projects on the theme of pharmacy management and the place of medicine.
- Coordinate collaboration with Quamed, including the conduct of pharmaceutical audits.
As a Medicines Specialist, issue recommendations based on scientific evidence, and supervise their implementation, in order to improve the quality of practices.
Examples of tasks:
- Contribute to the development of therapeutic protocols in collaboration with the health department in accordance with current scientific data and realities on the ground.
- With medical advisors, ensure the correct application of therapeutic protocols by studying the medication consumption lists.
- Ensure monitoring and pharmaceutical monitoring on new products, contraindications and research and disseminate scientific articles on pharmacy issues
- Monitor the falsification of pharmaceutical products and disseminate information to the field and headquarters.
- Ensure the adaptation of MdM protocols and policies to project contexts and identify the needs for development of tools and frameworks, including innovation.
- Contribute to the valorization and capitalization of projects by carrying out studies and surveys to fuel advocacy and strategic thinking.
- Represent MdM, for aspects related to pharmacy. Produce thematic reports; formulate conclusions which will serve as a basis for advocacy with (inter)national decision-making bodies.
- Promote the exchange of knowledge and good practices between different collaborators/projects.
As a member of the Health Department, analyze, communicate and make improvements to existing procedures, models, methods and tools in order to enable the optimal flow of medical activities and increase the expertise of the Health Department.
Examples of tasks:
- Participate in the recruitment of positions with medical responsibilities in the field.
- Ensure employee briefings/debriefings.
- Provide functional support to teams, supervise them, provide support, evaluate their skills.
- Collaborate in updating the Health Department’s dashboards, guides and manuals.
- Write minutes of meetings related to its activities and ensure their regularity. Participate in the evaluation and development of the Department’s Annual Action Plans.
- Carry out field/project visits (internal control, coaching, harmonization of practices, etc.).
These responsibilities will be implemented in a specific and transversal manner on the basis of the annual individual action plan, established in collaboration between the manager and the holder of the position in question.
YOUR PROFILE
Training – experience
- Doctor of Pharmacy diploma and professional recognition in Belgium.
- Theoretical or practical experience in project management/public health is appreciated.
- Experience in the same position within a Medical NGO with a comparable geographical footprint (DRC, Mali, Niger, Belgium).
Skills, knowledge and qualities required
- Skills or attraction for thinking about the place of medicine in care, traditional pharmacopoeias, the health-environment aspect.
- Strong computer skills (MS Office, Excel skills and drug stock management software).
- Strong written and oral communication skills.
- Excellent organizational skills, ability to prioritize and complete multiple tasks accurately and efficiently.
- Sense of initiative, diplomacy, anticipation, negotiation and creativity, flexibility.
- French-English bilingualism (at least at the oral expression level).
- Knowledge of epidemiology and statistics.
- Skill in writing scientific project methodologies.

WHAT WE OFFER

- An indefinite, full-time contract (100% – 5 days weeks – 39 hours)
- A gross salary of €3,850.26 for 3 years of experience; a gross salary of €3,925.03 for 5 years of experience; a gross salary of €4,111.93 for 10 years of experience. Recognized relevant experience.
- Restaurant vouchers (€8 including €1.09 per employee and €6.91 per employer) – Hospitalization insurance – 100% reimbursement of public transport costs.
- Leave: 20 legal days + 6 RTT days + 4 extra legal days between Christmas and New Year.
- Place of work: Brussels with frequent travel to the countries of interest of the function (around 50% of the time).
