BACKGROUND OF THE ABECHE PROJECT

The security situation is not stable in the eastern zone is marked by daily incidents such as robberies, crime, vehicle theft of humanitarian workers, inter-community conflicts. The new Sudanese crisis of April 2023 would risk worsening the security situation in the area for several years.

On March 23, 2023, an intercommunal conflict between Arabs and Mararites broke out in Tandalti, western Darfur (Sudan), following the assassination of a prominent mararite trader by alleged Arabs. Members of the victim’s community reportedly retaliated by killing two Arabs. In turn, the Arabs attacked the northeastern part of the city of Tandelti, killing four people and wounding seven others. The violence resulted in the forced displacement of some 890 people who had crossed the Chadian border in search of international protection, to camps and villages some 25 kilometres north of the town of Adre, the capital of the Assoungha department. Adre’s administrative authorities were alarmed and asked for the intervention of the’humanitarian team to help them cope with the humanitarian crisis.

On 15 April, fighting broke out in the Sudanese capital Khartoum between the Sudanese armed forces (SAF) and the rapid support forces (FSR). Within days, clashes broke out throughout the country, including in Darfur, a region bordering Chad. These clashes are the result of political-military tensions, fuelled by deep ethnic rivalries, which divide the ruling power and, more broadly, the entire country. As of 29 April, OCHA reported at least 512 deaths, including 5 aid workers, and more than 4,193 injuries. Due to the rapidly deteriorating situation, UN agencies and humanitarian organisations have been forced to evacuate their expatriate staff. Despite an attempt at a cease-fire,the various camps continue to fight for control of strategic infrastructure. UNHCR said as of 13 May, about 60,000 people had fled to Chad: 3,000 in Wadi Fira province, 51,000 in the province of Ouaddai and 6,000 in the province of Sila.

UNHCR in Chad expects an influx of 100,000 people (sudan refugees and Chadian returnees) by the end of the month.

The humanitarian situation in the N’ area was not bright long before the arrival of new waves of refugees, in several provinces (such as Ouaddai, Sila, etc, Salamat and Wadi-Fira where agricultural production has declined), we have seen the migration of men, heads of families to the northern’orpaillage areas, in the, leaving behind children and women in a situation of acute vulnerability, as much of the food and’s other necessities come from Sudan. A great famine is to be feared.

With the’ influx of new refugees into the areas, the security and humanitarian situation could get worse if responses are not made to vulnerable refugees and hosts, despite responses from the government and its partners, the needs remain very high in the affected areas. It should also be mentioned, the’insufficiency of’ support of the services of the’State is because’s are almost non-existent, or because’s do not’s have the capacity to meet the needs of both the indigenous and refugee population, given the socio-political and economic context of Chad.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: In the course of his duties, the incumbent of the position will be required to visit the programs and be in contact with children and/or vulnerable adults. Therefore, the verification of the criminal record or the presentation of a certificate of good life and morals will be necessary. In situations where the’ impossibility of providing a criminal record or a certificate of good life and morals is noted, a declaration on the’honneur will be requested.

LOCATION OF POST : ABECHE /CHAD

FUNCTIONAL AND HIERARCHICAL LINKS

  • He/she reports to the Project Coordinator on his base of’allocation which is his hierarchical manager
  • He also reports to the Medical Coordinator who is his technical referent
  • It collaborates with support teams (logistics and finance)
  • He supervises the’ medical team (the head of nursing, the medical supervisor etc.) in coordinating the project to which he is assigned.

MAIN MISSION AND ACTIVITIES

You are responsible for the implementation of medical activities in your’intervention area. You make sure that the project resources are used in a relevant way and participate in defining the strategy of your base.

You support the medical and paramedical teams in the development of their skills.

  1. Definition of the medical objectives of the project and strategies of’intervention
  2. Organization, analysis and good management of the medical activities of the project
  3. Supervision and training of the project’s caring human resources
  4. Implementation of health policies staff project
  5. Participation in the prevention of abuse of power, gender and sexual violence (PSEA)

EXPERIENCES & SKILLS

You hold a medical degree, a paramedical degree would be essential, you have experience of’ at least 3 years in a context of humanitarian medical intervention, etc, an experience in terms of management of’team and’supervision. Prior experience of 2 years in an equivalent position with ALIMA or with another International NGO in the field would be an asset. Experience and knowledge opening RRM project (quick response mechanism )

You have capacities of’analysis and’organization, critical sense and strength of proposal, ability to work in teams in multicultural contexts.

LANGUAGES

Mastery of French is mandatory, a local language is an asset

CONDITIONS

Duration and type of contract : 6 Months

Taking post : ASAP

Salary : According to salary grid ALIMA + valuation of’experience + Perdiem

  • Medical coverage from the first day of the contract to one month after the departure date of the country of mission for the’employee and its assigns
