WHAT WE DO …

SOLIDARITY INTERNATIONAL (SI)is an association of’ international humanitarian aid which, for more than 40 years, has been helping people who are victims of armed conflicts and natural disasters by responding to the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.

THE MISSION

Solidarity International has been working in the DRC since 2001 to meet the humanitarian needs of people affected by conflict and natural disasters and to help fight epidemics. This is currently the third largest mission of the organization in terms of financial volume.

The mission is active in the fields of food security and means of’existence (SAME),’eau hygiene et seainissement (EHA), etc, and’assistance in multisectoral money transfers (direct cash or fairs via the Red Rose tool). Each of our activities include a strong Protection component (transverse or « stand alone » via a’implementation partner).

Our programs cover the emergency response, via rapid response programs ( RRM ) and « second line ». However, they also include recovery and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, namely the maintenance of a strong emergency response capacity while developing lasting solutions to the problems which affect the populations of the east of the country.

The mission is composed of’a coordination based in Goma and three operational bases located in Little North Kivu (Goma, with a sub-base in Kiwandja), in the Far North Kivu (Beni) and in Ituri (Bunia, with a sub-base in Fataki). As part of our multi-year strategy, we have the’ ambition to open new bases and develop our programmatic portfolio. The financial volume of the mission is currently at 19 million’euros, with a target of progression during the year 2024.

Bunia Ituri Base :

  • Just over 10 million USD budget
  • Base in full extension of its operational volume (volume RH multiplied by 2 in less than a year)
  • 1 sub-base at Fataki (territory of Djugu)
  • Refflection around the opening of a 2nd sub-base in Mahagi and/or Aru territory, according to the 2024 strategy

OFFER DESCRIPTION

General objective :

  • Supply and storage management and fluidification
    • Diversification suppliers and CCA, Bunia and field

    • Realisation TPM signature new contracts/MR/EC – Requests for derogations
    • Purchase/supply timelines completed, shared, and amended
    • End of project inventory management
  • Building management and security
    • Finalization of security under Fataki
    • Renewal of safe trunks, fire extinguishers, visibilities (VHL, buildings)
  • Financial management
    • Update TA LOG (2023 : in accordance with TA BOUSSOL)
    • Planning logistics expenditure 2024-2025 (new projects)
    • Rationalization of logistics costs
  • Partnership accompaniment
    • Amendment TDR LOG operational committee
    • Updated reinforcement plan/accompanying
    • Implementation action plan SOFEPADI (lead COO)
    • Regularization follow-up phases 1 and 2 of the project (supply/DA)
  • GPV
    • Explore renewal/strengthening tracks VHL park
    • VHL Decommissioning (in connection with CO LOG and renewal opportunities)

YOUR PROFILE

Training :

Logistics training (such as Bioforce or bachelor level in logistics/Supply Chain) appreciated

Technical experience and skills :

  • 3-4 years of experience in the humanitarian sector
  • A first experience in a similar position
  • Supply – LINK Software
  • Computer – Telecommunications
  • Environment – Energy transition
  • Knowledge of donor rules and mastery of logistics processes
  • Management of a large equipment park
  • A technical specialization (mechanics, electricity, energy, transport, etc.) would be an asset

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An employee position :

According to experience, from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of USD 800.

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarity International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

CONDITIONS OF LIFE :

  • Possibility of outings in compliance with the security measures of the’organization (restaurant, billiards, gym..).
  • Several organizations are present in Bunia (NGOs, UN) allowing to socialize outside of work.
  • Single room – private and/or shared bathrooms depending on the room

  • House GH spacious – large, beautiful garden (paillotte, hammocks)
  • Electricity 24/7 (generator/Back Up)

Province of Ituri is a volatile context :

  • Many inter-community conflicts: an important aspect in the procurement strategy
  • Many armed groups, depending on the territory
  • Humanitarian access remains possible: overall, humanitarian actors remain relatively untargeted
  • All intervention areas in Risk level 3 ; except for the Drodro SAR recently returned to level 4 (but possibility evolution)
  • Town of Bunia relatively quiet : GH and Office in the hyper center (no incident in this area)
