Radio Operator at Medecins Sans Frontieres (MSF) – Holland


Medecins Sans Frontieres (MSF) is an international, private, non-governmental, non-profit humanitarian organization. Our organization offers assistance to populations in distress, to victims of natural or man-made disasters, to victims of armed conflict, without discrimination irrespective of race, religion, creed or political affiliation. We have been working in Nigeria since February 1996. A Memorandum of Understanding between Medecins Sans Frontieres and the Federal Government of Nigeria facilitates this. MSF-OCA employees are guided by a Code of Conduct which aims to strengthen and support ethical cultures throughout MSF-OCA, based on the core values that guide our medical humanitarian mission.

We are recruiting a suitable candidate to join our Coordination Office in Abuja in the capacity  below:

Job Title: Radio Operator

Location: Abuja (FCT)
Employment Type: Contract (3 Months Definite Contract)

Main Objective and Responsibility of the Position

  • Operating the VHF and HF radios, in accordance with the MSF security protocols and rules, in order to ensure quality and confidential radio communications for the operational needs of the mission.

General Accountabilities

  • Operating the HF and VHF radios, avoiding using any sensitive or security related information and following the MSF security rules.
  • Ensures radio frequencies (HF and VHF) quality and transmission capacity. Installs and programs frequencies in all type of radios when necessary
  • Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio log book. Responding to radio contacts from other approved organizations and forwarding it on the information via this channel.
  • Making radio contacts with reference bases (capital and/or field) according to communication rules / schedules and forwards all information concerning the security of the teams to the Project/Capital Coordinator.
  • Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays.
  • Supervising and monitoring the VHF radio allocation book (handsets) and registering the loan of handsets to all staff, following it up on a regular basis.
  • Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising HF/VHF batteries status in good maintenance conditions.
  • Providing basic radio training when necessary to MSF staff.

MSF Context Specific Accountabilities

  • Implement and ensure staff adhere to the proper use of vehicle booking or reservation board.
  • Ensure communication via phone call, text message, email or in-person is done respectfully, and without harsh tone or body language that suggest rudeness or been bothered.
  • Implementation of effective strategy, plan and organization of vehicular movements.
  • Use of good sense of judgement, preference and priority in the designation of vehicles for booked movements.
  • Proper update and record of every vehicular movements in the log book.
  • Ensure monthly equipment functional test is properly conducted, documented and signed by line manager. This relates to ALL radio equipment, which includes Travel Phones, FIMT Phones, BGAN, Thuraya Phones, VHF and HF radio’s (Fixed, handheld and Mobile).
  • Effective and real-time monitoring of vehicular movements using the online vehicle tracking platform.
  • Ensure mission contact list is prepared, updated and circulated to all project, in collaboration with project radio rooms.
  • Ensure daily flight schedules are prepared and circulated to all responsible within the mission. This should be prepared using the movement matrix tool and verified with HR.
  • Ensure passengers are brifed on what to expect when embarking on Road Trips.
  • Prepare trip movement report and share via email to all responsible.
  • Prepare, verify and circulate daily staff overview with mission responsibles. This should be done in collaboration with Project Radio operators.
  • Keep an updated record of Travel phones allocated, faulty and returned by users.
  • Ensure to add new arrival/visitor phone numbers into whatsapp group of respective guesthoues and update accordingly.
  • Ensure to conduct comprehensive inventory of all Comms Equipment every quarter yearly.
  • Ensure to prepare security stipend with Finance department for Road trips.
  • Ensure radio equipment are properly installed, configured, programmed, and maintained timely.
  • Liaise with line Supervisor/Manager in designating drivers for vehicular movements or trips.
  • Prepare schedule for quarterly maintenance of Radio equipment.
  • Briefing and training of new staff in the use of Radio / Comms equipment.
  • Carrying out other responsibilities as detailed by Line Supervisor /Manager.
  • Perform duties observing MSF policies and in compliance with relevant SOPs of the department and immediately reporting to supervisor whenever compliance is or cannot be met.

Requirements

  • Education: Secondary school certificate (Essential)
  • Experience: 1+ years relevant work experience as Radio operator in related jobs
  • Languages: Mission language (English) Essential: and local language desirable.
  • Knowledge: Basic Knowledge of Mathematics, Mechanical, Electronic principles essential.
  • Competencies: Results and Quality Orientation, Teamwork and Cooperation; Behavioural Flexibility, Commitment to MSF Principles, Stress Management.
