POSITION SUMMARY:

Working under the guidance and direction of the Technical Director for ICAP in Nigeria, the Quality Improvement (QI) Advisor will oversee QI activities to strengthen HIV care and treatment in Taraba State, Nigeria. S/he will provide technical and operational guidance and oversight to the project teams in matters pertaining to QI at the state and site level, liaising with partners and local organizations and ensuring the utilization of QI methodologies in resolving gaps noted in HIV service delivery. S/he will initiate and participate in QI capacity-building activities for Health Workers. S/he will ensure that QA and M&E data are used to inform and improve program quality.

MAJOR ACCOUNTABILITIES:

The State Quality Improvement Advisor will:

Support and contribute to the design, implementation, and evaluation of all QI-related activities at multiple facilities in Taraba state.

  • Provide technical support to health facilities in HIV/TB and health systems quality assurance/quality improvement activities to identify areas for improvement, defining specific changes, planning and implementing tests, monitoring impact, analyzing results, and iterating interventions as necessary including but not limited to, training, capacity building, quality monitoring and reporting, and QI activities.
  • Participate regularly in quarterly facility site supportive supervision, conduct small tests of change for poor performing indicators, develop aim statement and follow-up to identify and document improvements Critically review available QI-related tools and charts prior devolving to the supported facilities.
  • Liaise with the Team to develop all Continuous Quality Improvement (CQI) monitoring and evaluation (M&E) plans, indicators, data management systems, and standard operating protocols for data collection and analysis of QI projects.
  • Lead the preparation of data analysis related to QI projects for presentation to stakeholders including CDC.
  • Lead the implementation of QI “breakthrough” Collaboratives (QIC) in supported Health facilities which involves convening multidisciplinary teams from multiple HF to collaboratively define and work toward a shared, measurable quality aim.
  • Provide hands-on leadership and support for both face-to-face training sessions and on-site mentoring training sessions, workshops, webinars, and other QIC training projects.
  •  Monitor and evaluate the implementation of HIV/TB and health systems QA/QI programs, policies, guidelines, and procedures to ensure adherence to standards and promote ongoing improvement.
  •  Collaborate with stakeholders, including government agencies, implementing partners, and other key stakeholders, to promote knowledge sharing and build capacity in HIV/TB and health systems QA/QI.
  • Contribute to the development and implementation of project work plans, budgets, and reports to ensure timely and effective implementation of interventions.
  • Plan, manage, and assist in Weekly and Monthly Quality Management team and Health Facility
  • Perform other duties as assigned.

EDUCATION:

  • Bachelor’s degree in health-related area or social sciences
  • A master’s degree in public health/Epidemiology is an added advantage.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in health-related area or social sciences
  • Master’s Degree in Public Health/Epidemiology an added advantage
  • Minimum 5 years of relevant experience in designing and implementation of QA/QI programs and projects in the HIV or other health services
  • Experience in mentoring, and training healthcare workers in QI methodologies
  • Demonstrated proficiency in data analysis and presentation skills
  • Experience in establishing working relationships with USG agencies, MOH, and other partners Preferred Qualifications
  • Bachelor’s degree in health health-related area or social sciences
  • Minimum 5 years of relevant experience in designing and implementation of QA/QI programs and projects in the HIV or other health services

TRAVEL REQUIREMENTS:

  • Travel within assigned state supporting capacity building, building facility QI systems, stakeholder relationship management, and implementing QI activities.
