Humanity & Inclusion (HI) is an independent and impartial aid and development organization without religious or political affiliations that operates in situations of poverty and exclusion, conflict and disaster.

Since its creation in 1982, the HI Federation has made up of eight national associations ( Belgium, Canada, France, Germany, Luxembourg, United Kingdom, Switzerland and the United States ) has launched programs in more than 60 countries.

HI is co-owner of the 1997 Nobel Peace Prize for her decisive action in the fight against antipersonnel mines and for being co-founder of the Campaign to Ban Antipersonnel Mines ( ICBL ).

On the continent, HI is present in Bolivia, Colombia, Cuba, Ecuador, Haiti, Peru and Venezuela, implementing projects at the national and regional levels. As part of our strategy we are analyzing to carry out operations also in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Panama). The projects implemented by HI or through its partners in Latin America are organized in three axes: (i) health (mental health and psycho-social support, rehabilitation, sexual and reproductive health and rights, protection against gender violence), (ii) protection (protection against violence, inclusive risk management, humanitarian demining and comprehensive action against mines, mine risk education, victim assistance, conflict transformation); (iii) inclusive education and sustainable livelihoods (inclusive education,economic and financial inclusion).

PRESENTATION OF THE PROJECT

This call is made within the framework of the new project Promoting Access to education and Social Inclusion of NNAs with and without disabilities in Ecuador – PAIS which is implemented in Quito in a consortium between HI and two Ecuadorian partners in the education sector, for 3 years.

The general objective is to contribute to the promotion and access to education of children, social inclusion of children and adolescents with disabilities in Quito, Ecuador.

Girls, boys and adolescents (NNA) with disabilities are one of the most marginalized and excluded groups in society. People with disabilities, mainly NNAs, compared to their non-disabled peers, are more likely to experience the consequences of social, economic, and cultural inequality. HI and its partners implement a three-year project with NNA, their families, caregivers, authorities and relevant services, aimed at better recognition of diversity, that promote access to education and social inclusion of disability. The project contributes to the goal of preventing, mitigating, and eradicating inequality by promoting NNA rights.

The logic of intervention is based on a two-track approach, improving on the one hand the access of NNAs to educational services and their active participation, and on the other, attending to the specific requirements of NNAs with disabilities or with specific educational needs to the educational environment. To this approach, a strengthening component of the members of the consortium and of Ecuadorian civil society is added to give more sustainability to the project.

Inclusive education is a process of increasing participation and reducing exclusion in order to meet the diverse needs of all students. Inclusive education is a broad concept that refers to the right of all children to access and benefit from education. The project pays special attention to children with disabilities and specific learning needs.

CARGO OBJECTIVE

The Project Manager – based in Quito, is responsible for leading and coordinating project development and implementation with local partners. He / She must ensure that the execution – with an inclusive approach – carried out by HI teams and local partners, meets the objectives established internally and externally, with the aim of maintaining the quality required by HI and the desired impact on the beneficiaries and articulation with local authorities and other actors present in the territory.

RESPONSABILIDADES DEL CARGO

  1. Gestión del equipo de proyecto
    • Gestiona los miembros del equipo del proyecto (establece objetivos individuales, evalúa el rendimiento individual, contribuye al desarrollo profesional y de la carrera de los miembros de su equipo, supervisa las competencias)
    • Organiza y dirige las reuniones regulares del equipo
    • Gestiona el reclutamiento y la selección de los nuevos miembros del equipo si fuera el caso
    • Garantiza la estricta aplicación y respeto de las políticas de HI por parte del equipo del proyecto, los socios y los consultores (protección de la niñez, anticorrupción, seguridad, etc.).
    • Atender a las necesidades de los equipos bajo su gestión.
    • Implicarse en las contrataciones para los miembros de sus equipos.
    • Report staff fouls / infractions to HI management.
  2. Project planning, implementation and monitoring2.1. Ensures the implementation of the inclusive education project, in collaboration with relevant services and in accordance with general rules and procedures
    • Prepares and supervises collaboration agreements with different implementing actors and other partners.
    • Supports the definition and implementation of activities in coordination with consortium members and thematic advisers and in accordance with project proposals and quality standards and internal technicians and external.
    • Prepares activity planning, filling out and monitoring the internal project planning, monitoring and quality tool – Project Management BOX.
    • It participates in the coordination mechanisms of the project consortium and ensures that the implementation strategy and activities are aligned and articulated with those of the consortium.
    • Organize inter-service project reviews every 4 months2.2. Ensures that activities are carried out in accordance with the project proposal and the allocated budget.
    • Ensures that activities are carried out in accordance with internal technical and quality standards and, if necessary, proposes adjustments or improvements to help meet the objectives.
    • Supports the definition and validation of the tools and publications provided for in the project.
    • Coordinates and collaborates with the relevant internal services, especially in logistics, human resources, finance, technical resources, monitoring and evaluation, advocacy, communication, security, etc.

  • Ensures adequate data collection and management tools are available in the project with the advice of the MEAL team and in line with global HI standards.
  • Ensures that project-related data is collected and compiled in the project database.
  • Ensures that data collection is carried out correctly, including with consortium members
  • Together with the MEAL team, it implements the data protection of project beneficiaries

2.3. Ensures project reporting, communication, evaluation and systematization

  • It prepares weekly and monthly internal reports of activities, and updates PM BOX at least quarterly ( and in relation to project reviews ).
  • Oversees the achievement of results and indicators, according to the logical framework and keeps the project monitoring plan updated, with the partners and the support of the MEAL team
  • Draft reports for donors and monitor deadlines with donors ( grants, reporting, audits ) in relation to the project
  • Regularly inform the hierarchical superior about the project
  • Supports the preparation of reports to the authorities if necessary

2.4.Ensures proper archiving of information

  • Plan and monitor project evaluations
  • Periodically produces communication products and systematization of the project experience.

3. Support the consortium partners for the good execution of the project

  • Preparation, management and monitoring of agreements with partners in accordance with operational and budget planning.
  • Monitor the budget and operational execution of local partners, with the support of the Accounting Officer.
  • Organize capacity building sessions with partners on pre-identified issues and with the support of relevant people
  • Organize and lead project review committees with partners.

4. Budget and logistics management

  • Ensure monthly budget planning and monitoring, according to the template provided by finances
  • Propose necessary budget modifications.
  • Authorize and encode purchase payments using the appropriate format.
  • Prepare annual and donor purchase plans based on budget.
  • Prepare purchase orders based on the purchase plan.
  • Ensure the visibility of HI and relevant donors in all project equipment and assets as directed by HI and the donor.

5. External representation and communication

  • Ensure a representation of HI in the meetings / networks of the educational sector in Ecuador.
  • Bring regular good relationships with partners, donors, authorities and other civil society actors
  • Communicate about the project to partners, authorities, donors and other actors in the sector according to established needs.
  • In the framework of the Free Press consultancy, support the exploration of the potential interest of the media to cover the activities of HI and make it known to the Country Representative / Country Manager.

6. Development of new projects and country strategy

  1. Collaborate with the development and writing of project proposals.
  2. Participate in strategic and planning workshops of HI Ecuador.7. Management of safety and occupational risks
    • Stay informed of security conditions in the areas of operation, through consultations with community members, local authorities and facilitating field analyzes by the regional security adviser.
    • Transmit the safety conditions and precautions that must be respected to the equipment, ensuring that the instructions of the HI management are respected.
    • Si aplica, apoyar la elaboración de un plan de seguridad adaptado a la locación, liderado por el asesor de seguridad.
    • Participar activamente en la investigación de accidentes e incidentes.
    8. Preparación y respuesta ante emergencias
    • En caso de emergencia, reorganizar las prioridades de su equipo según la prioridad humanitaria, para garantizar una respuesta rápida y eficiente por parte de HI.
    • Apoyar la implementación de la Medidas Mínimas de Preparación ante Emergencias, así como otras acciones relacionadas en el país.

PERFIL Y HABILIDADES

Conocimiento

  • Diploma universitario en cooperación internacional, ciencias sociales u otros relacionados
  • Knowledge in the management of international cooperation projects (5 years minimum)
  • Knowledge of the education sector
  • Knowledge of international human rights frameworks
  • Knowledge of the theoretical frameworks of humanitarian action and the inclusion and protection of groups in vulnerable situations
  • Knowledge about disability and universal accessibility will be valued
  • Valued English and / or French language proficiency

Competences

  • At least 5 years of experience in cooperation project management
  • Experience in education programs with a territorial and / or community focus
  • Experience working on inclusion and / or protection of populations in vulnerable situations
  • Project management capacity ( 5 years of experience ) to plan, monitor indicators, execute and adjust a budget, organize monitoring activities, project data management
  • Ability to produce communications and institutional reports written in Spanish
  • Experience in training of valued organizational capacity development

CONDITIONS OF THE POSITION

Remuneration / type of contract: In relation to dependency in business rotation modality with remuneration according to budget availability, with a salary of USD. $ 1,600 plus law benefits.

Benefits: Private health insurance, 30 calendar days of annual leave, access to training fund, possibility of teleworking two days a week, when field activities are not scheduled.
