GIZ has worked in Nigeria since 1974. Since 2004, GIZ has maintained a country office in the capital city Abuja. Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).
The project:
Skills Development for Youth Employment (SKYE) The programme Skills Development for Youth Employment (SKYE II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the Swiss Agency for Development and Cooperation (SDC), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. SKYE II contributes to Nigeria’s implementation of the 2030 Agenda for Sustainable Development by supporting employment and job creation that will end poverty (SDG 1), improving the quality of Technical and Vocational Education and Training (TVET) system (SDG 4), ensuring gender equality and empowerment of women and girls in all its interventions (SDG 5), promoting decent work and economic growth (SDG 8), and reducing inequality (SDG 10).
SKYE II started on January 01, 2024, and will run until December 30, 2026.
SKYE II will focus on five priority areas, including:
- Supporting the establishment of institutionalised dialogue between public and private sector at federal and state levels. Within the dialogue processes, policy recommendations for TVET and employment promotion are being developed.
- Support for capacity building in intermediary organisations, both within the government agencies and the private sector.
- Support for developing and improving national TVET standards in agriculture, construction, and manufacturing.
- Promoting the design and implementation of innovative pilot models in the field of formal and non-formal technical and vocational education and training.
Support for employment promotion structures at federal and state levels by establishing proactive labour market measures.
Responsibilities tasks:
A. Responsibilities
The Project Assistant will be:
- Work closely with the Head of Component Gender and Inclusion across all SKYE intervention state.
- Responsible for working closely with SKYE and partners communication unit to ensure timely design and production of multimedia communication materials (speeches, articles, giveaways, roll-ups, factsheets, audio visuals etc.) in close collaboration with the requesting parties, ensuring adherence to GIZ standard, processes and rules on communications and information dissemination channels.
- Work closely with the Technical Team and Partners to ensure the branding and strategic communication needs of the project are met effectively for all Gender and Inclusion activities in TVET, Employment Promotion, Policy and Capacity Development interventions.
- Coordinate with the SKYE and partners M&E unit to ensure accurate and standardized data collection and support the evaluation of data for impact assessment at the Benin city field office.
- Assists in drafting official documents (e.g., Concept Notes, Terms of Reference, Activity Requests, Contract Requests, Meeting agendas, Material Requests, Travel Requests and Reports for internal and external activities).
- Supports administrative tasks and processes (logistics, contractual and other) as necessary for the effective and efficient implementation of the project activities.
Specifically, the Project Assistant performs the following tasks:
B. Task • Coordinate the Benin city field office communication outputs in close collaboration with the SKYE Communication unit to ensure timely and proper publication and circulation amongst relevant target audience (stakeholders, beneficiaries, partners, and donors), including:
- Support activities on Gender and inclusion across SKYE Programme focal states.
- Coordinating and ensuring that project communication outputs are documented, published and distributed timely among stakeholders e.g., speeches, press releases, analyses, blogs, stories/testimonials, success stories, etc.
- Coordinate photography and ensure visibility and visual documentation for all activities by SKYE Benin city.
- Develop and maintain a roster of reporters, influencers, etc. with interest in SKYE objectives.
- Coordinate transfer of information to the SKYE communication unit to ensure timely dissemination of all communication materials from Benin city project office.
- Proofread and edit articles, press releases, publications, event, and publicity materials etc. and ensure consistency in design of publications as directed by SKYE communication unit.
- Work closely with the SKYE communication unit to coordinate the work of external service providers in the area of Communication.
- Manage vendors, consultants and ensure guidelines are adopted for all communication and visibility materials.
- Work closely with field office project team and partners to ensure data reliability and prompt data reporting to SKYE M&E unit.
- Support the dissemination, management and implementation of the different M&E tools applied by the project in conjunction with the M&E unit (among others, questionnaires, satisfaction forms, surveys, tracer studies)
- Supports the organization of meetings with relevant stakeholders and all meeting-related aspects including taking minutes of meetings.
- Travels within the region and beyond as required and supports the coordination and monitoring of project activities in Edo state and other partner states.
- Assists in procurement processes and keeps relevant files of procurement disposal carried out.
- Undertakes other tasks as may be required. Knowledge management
- Work closely with SKYE GFP across all intervention states to ensure proper reporting (Communication and M&E) of all gender and inclusion intervention in TVET, Employment Promotion and Policy development.
- Coordinate closely with capacity development and knowledge management component to keep the team informed on relevant information.
- Assists in documentation and adequate labeling of files for future use on the relevant servers.
Prepares appropriate input for various unit/ programme reports including annual reports, presentations and contributes to the other reports required by the programme. • Assists in providing relevant data and other input into the Projects’ Monitoring and Evaluation systems.
General management
- Assists in preparing, conducting, and documenting internal meetings.
- Assists in preparing, conducting, and documenting meetings with partners.
- Assists in keeping track of processes and actions required.
- May be assigned other tasks as required.
C. Required qualifications, competences, and experience.
Qualifications:
• A minimum of a University Degree in social, management and applied science, English, Mass Communication, Public Relations, International Relations, Digital Marketing, or a related field.
Professional experience
- Not more than two years’ professional experience in a similar field.
- Work experience in one of the fields mentioned in the following is an asset: vocational training, employment promotion, Gender Mainstreaming, career guidance, Capacity Development and
Policy).
- Sound working knowledge of relevant communication platforms, audience and trends.
- Proficiency in communications tools (Microsoft Office tools), working knowledge of Adobe tools, database management tools, graphic design software (e.g., InDesign, Photoshop).
Other knowledge, additional competences
- Excellent copy editing, writing and research skills, analytical skills, oral and written presentation skills, interpersonal skills and high integrity.
- Fluency in English (Writing and Speaking)
- Ability to work with little supervision to meet set deadlines. – Good communication skills – Pays attention to detail.
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
- Good team player who is willing to take on responsibility. – Innovative and possessing a positive attitude to change
