The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance, and supports the results of UNDP’s 2022-2025 Strategic Plan, summarized in its “3x6x3” framework, including strengthening institutions to progressively deliver universal access to essential services based on Structural transformation, Building resilience and Leaving no-one behind. The HIV, Health and Development Group (HHD Group) within BPPS, is helping to contribute towards this outcome. The HIV and Health Strategy 2022-2025: ‘Connecting the Dots’ elaborates on UNDP’s work on HIV and health in the context of the 2030 Agenda for Sustainable Development.

UNDP plays a vital role in improving health outcomes by assisting countries in addressing the social, cultural, and economic determinants of HIV and overall health. This is achieved through strong partnerships with UN entities and other organizations. . This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels.

As a trusted, long-term partner with extensive operational experience, UNDP supports countries in the effective implementation of complex, multilateral and multi-sectoral health programmes while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. UNDP partners with countries in crisis/post-crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. When requested, UNDP provide support through various implementation modalities, including technical assistance, fund administration, interim Principal Recipient (PR) in these settings, working with national partners and the Global Fund (GF) to improve management, implementation, and oversight, while simultaneously developing national capacity for governments or local entities to be able to assume the PR role over time. Within the HHD Group, the Global Fund Partnership and Health Systems Team (GFPHST) is a dedicated team that supports UNDP Country Offices throughout the grant lifecycle. The support includes programme management, monitoring and evaluation, financial management, capacity development and/or transition and sustainability planning and support to strategic policies and plans and funding proposals.

Montenegro Ministry of Health (MOH) has been identified as the PR of the HIV GF GC7 funding proposal. UNDP has signed a Financing Agreement (FA) with Montenegro MOH/PR to support and strengthen the sustainability of the HIV response in the country including by supporting the NGOs working with key populations (KPs) as per the interventions included in the approved GC7 grant proposal. The Project Analyst has the overall responsibility for the successful implementation of the Financing Agreement in accordance with UNDP rules, policies and procedures and partnership agreements with the MOH/PR and the GF.

The project will be implemented from 1 January 2025 to 31 Dec 2027 as per the Financing agreement requirements.

Duties and Responsibilities

Working under the direction and supervision of the Assistant Resident Representative/Team Leader for Social Inclusion and Human Development in UNDP Office in Montenegro, the Project Analyst will ensure the implementation of all project activities within the following main directions:

  • Ensure effective management of the Financing Agreement focusing on achievement of the project results through effective collaboration with the CO and project staff;
  • Ensure quality of implementation of the projects by Responsible Parties;
  • Ensure creation of strategic partnerships and support the implementation of the resource mobilization;
  • Ensures guidance and capacity building and facilitation of knowledge building and sharing.

The Project Analyst is responsible for day-to-day management and decision-making for the project. The Project Analyst’s primary responsibility is to ensure that the project delivers on the targets and objectives specified in the Project document, ensuring the required standard of quality and within the framework of requirements and timelines specified in the FA. More specifically, the Project Analyst will perform the following duties:

Ensure effective management of the Financing Agreement focusing on the achievement of the project results through effective collaboration with the CO and project staff:

  • Oversight and management of project planning and supervision of project implementation and evaluation across all components. Assurance of successful completion of the project results in accordance with the stated outcomes, targets and deliverables summarized in the Project Performance Framework;
  • Identification of strategic programme areas of cooperation to enhance the effectiveness of utilization of the Global Fund and Government of Montenegro resources;
  • Coordination and supervision of administrative, financial, procurement and programmatic aspects in accordance with the financing agreement with the   MOH and Global Fund and UNDP rules and regulations;
  • Lead and oversee the planning, budgeting, implementing and monitoring of the programme; track the use of financial resources in accordance with UNDP rules and regulations;
  • Ensure timely coordination and implementation of recruitment of individual consultants, if needed;
  • Ensure that procurement of goods and services under the project is undertaken in an optimal quality manner;
  • Ensure the establishment and maintenance of complete accounting records of all project activities (budget, commitments, expenditures, income); ensure proper follow up in relation to project expenditures, approval, and financial reporting;
  • Be responsible for all assets purchased and used under the project;
  • Monitor the resources being spent i.e. approve requisitions in Quantum and certify/confirm receipt of goods and services;
  • Advice respective Team Leader on potential adjustments of actions and procedures in light of changing requirements, issues, risks and needs;
  • Ensure gender is effectively mainstreamed throughout the project’s activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail;
  • Development and regular review of the risk management matrix for the RPs and technical partners;
  • Assess the programmatic impact and oversee the appropriateness and the accuracy of methods used to verify progress and the results;
  • Participate in recruitment processes of PMU staff and ensure compliance of performance management, when needed; Coach and guide the project staff to ensure delivering of results;
  • Lead on the Project audits and ensure follow-up on audit recommendations in liaison with the Audit Focal point in the Country Office;
  • Regular communication and coordination with the National Implementing Partners (Responsible Partners) and stakeholders;
  • Ensure the timely and appropriate reporting to the Global Fund as per the Grant Agreement schedule;
  • Regular communication with senior UNDP management with regards to all project activities;
  • Identification and synthesis of best practices and lessons learned directly linked to the Programme’s goals;
  • Prepare Final Project Review Reports and other documents required for the closure of the project;
  • Manage the transfer of project deliverables, documents, files, equipment, and materials to national beneficiaries.

Ensure quality of implementation of the projects by Responsible Parties (RPs):

  • Ensure regular communication and coordination with the RPs;
  • Facilitate and support the implementation of the activities by the RPs and follow up actions to address identified gaps;
  • Develop and agree terms of reference and description of services for sub-contracts and RPs, when needed;
  • Participate in the selection of RPs through open, transparent, and competitive processes according to UNDP’s rules and GF regulations, including drafting selection criteria for review and approval;
  • Ensure the administration of contracts with RPs under the GF grant, including overseeing\ preparation of Agreements with RPs, in accordance with UNDP’s general framework agreement with the GF, UNDP’s Operations Manual for projects financed by the GF, specifics of grant agreement, and UNDP’s corporate policy on procurement and contracting;
  • Monitor reporting and accounting practices of RPs including budgeting and financial key performance indicators, as well as strict budget line controls and expenditures;
  • Ensure that the activities managed by RPs are executed according to their work plan and budgets and the terms and conditions of financing agreement ensuring quality of the project and achievement of project targets;
  • Ensure RPs are timely audited in accordance with UNDP, GF audit requirements, and manage follow-ups to address recommendations;
  • Regular travel to monitor and verify Responsible Parties (RPss) activities, events, etc.

Ensure creation of strategic partnerships and support the implementation of the resource mobilization:

  • Coordinate and build partnerships with the national disease programmes, Ministry of Health, GF, UN Agencies, financial and technical partners and other implementing; partners, as well as with international and local stakeholders to ensure transparent and effective implementation of the project;
  • Maintain close co-ordination with other health initiatives in the country to ensure and promote continuity, partnership building and avoid duplication of programmatic activities;
  • Maintain effective partnership with government and regional institutions, implementing partners and UNDP colleagues to exchange critical and technical information and resolve programme/project implementation issues to ensure results are achieved as planned;
  • Establish dialogue with donors, partners and stakeholders to maintain effective working relationships, sustain interests, resource mobilization and cooperation;
  • Attendance at the Country Coordination Mechanism (CCM) meetings, Technical Working Groups and other meetings, and providing feedback on the project’s activities and future work plans;
  • Ensure project visibility by keeping target public informed about the Project objectives, results/achievements and their impact on the recipient communities;
  • Ensure that outputs produced by the project are adequately communicated in partnership with relevant institutions and donors.

 Ensures guidance and capacity building and facilitation of knowledge building and sharing:

  • Engage with national partners to build the capacity of national systems and health institutions including national disease programmes in the key areas of procurement, financial management and oversight, risk management, project implementation and monitoring;
  • Synthesize lessons learnt and disseminate best practices for management of the Programme;
  • Provide adequate technical support to MoH and other government counterparts and sub-recipients;
  • Access global best practices and share them with other local and international stakeholders and support their incorporation into the project design process;
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the guidance and direct supervision of the Assistant Resident Representative/Team Leader for Social Inclusion and Human Development in UNDP Office in Montenegro, the Project Analyst is responsible for supporting the overall management and monitoring of the implementation of the Project activities. He/she will work in close collaboration with the Ministry of Health, CCM, government officials, civil society, donors, other UN Agencies, technical advisors and experts, ensuring successful implementation of the project in Montenegro and synergies with other health initiatives. The Project Analyst will supervise Project Assistant and local and international consultants engaged under the project. The incumbent will be based in the premises of the Institute for Health of Montenegro.

Required Skills and Experience

Education:

  • Master´s degree or equivalent in Public Health, Medicine, Development Studies or related field;
  • Bachelor’s degree in above mentioned fields of study in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master´s Degree.

Experience:

  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in management of a development project.

Languages:

  • Fluency in English and Montenegrin.

Required Skills:

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Desired Skills:

  • Experience in the management of medical or public health or development projects will be an advantage;
  • Experience in managing Global Fund projects will be an advantage.;
  • Experience in the area of infectious diseases will be an advantage.;
  • Experience in M&E of health projects will be an advantage.;
  • Experience in partnership building and management with multi-stakeholders, including government agencies, health donors and civil society organizations will be an advantage;
  • Experience in promoting gender equality in project activities will be an advantage;
