GOAL Background
Mission and Vision
GOAL began operating in Latin America and the Caribbean in 1998, when the organization responded to the devastation caused by Hurricane Mitch in Honduras, which left more than 10,000 people dead or missing, displaced hundreds of thousands and delayed economic development in the subregion by decades. In the years that followed, GOAL implemented a major emergency rescue and recovery program focused primarily on Honduras, which was the country most affected by the disaster. Following this relief effort, GOAL established a regional base in Tegucigalpa, Honduras, from where it began to develop a broader program in the LAC (Latin America and Caribbean) region to respond to the humanitarian needs of this disaster-prone region and address the root cause of vulnerability and poverty related to high levels of social exclusion and inequality. GOAL currently employs around 200 employees in the LAC region and implements projects/programs in Honduras, Colombia, Haiti, El Salvador, Guatemala, and the Dominican Republic and aims to expand operations to Paraguay and other LAC countries.
Programme Design and Strategic Partnerships
The Programme Design and Strategic Partnershis unit, focuses its actions on identifying, building initiatives, and following up on project initiatives until their approval-financing. It also contributes with the design of the country programmes or asist in the preparation of technical documents.
General summary of the Programs Design Officer:
- Support the Honduras and Colombia office in all matters pertaining to the grant portfolio, multi-donor contracts and with Donors and other stakeholders.
- Support the Country Director (CD), Program Director (ACDP), Program Managers (PM) and Donor Compliance Manager and other staff members with functions related to the Programmes Design and Strategic Partnerships Unit.
- Actively involved in pursuing new donor opportunities; monitor donor trends; lead/collaborate in the proposal development process to produce high-quality concept notes and proposals in English.
The Programs Design Officer will support with the following functions or activities:
- Organize meetings
- Work plans.
- Tracking progress and research key areas to feed into the program design
- Support with concept notes and new proposals to different donors in collaboration with Headquarters and the Department of Labor.
- It will be part of the harmonization of grant management approaches, systems, procedures and strategies at the level of both countries.
Essential functions of the Programs Design Officer:
Proposal Development:
- Actively support the Country Office in seeking new funding opportunities by following up on calls from donors, RFPs, RFAs, etc. and distributing information to relevant staff (Opportunity Tracker).
- Actively support in the development of concept notes and high-quality proposals (RFP/RFA) in English and Spanish.
- Contribute to the logistics of grant opening meetings, grant closing meetings.
- Support in the presentation of new projects in global, regional or high-risk Project Review Committees (PRCs).
- Assist in the follow-up and updating on the site of the winning proposals team in Sharepoint (improve as needed).
- Support in ensuring that all the unit information is entered and updated in sharepoint.
- Assist in updating proposals and the reporting schedule.
- Have an involvement in donors and partners communication when developing proposals or reports.
- Be part of the Liaison Team with other departments to highlight and, when necessary, support in resolving identified grant management issue.
- Assist in the review or preparation of contracts and agreements.
- Support in the timely translation of the request for proposals from English to Spanish for the technical team.
Other activities that the Programs Design Officer is required to support:
- Review, edit the Bi-weekly Report with all inputs from relevant parties in the Country Office, and send the final draft to the Country Director for submission.
- Provide general support for the implementation of contracts to all offices.
- Actively support the management of consulting agreements.
Programs Design Officer Profile:
- Professional, Environmental or Social Sciences, Business Administration, Project Management.
- Preferred Master (MBA, PM, Finance, International Cooperation).
- Professional fluency 100% English both written and oral. (This will be evaluated).
- Four or more years of experience working in similar positions.
Knowledge and Skills:
- Excellent communication skills, both oral and written, in Spanish and English.
- 100% professional fluency in English (oral and written).
- Highly organized.
- Methodical and strategic thinker.
- Project management skills.
- Good interpersonal skills.
- Leadership (ability to lead by example)
- Public speaking skills.
- Advanced knowledge and experience in Microsoft Office software (Word, Excel, Power Point, others).
RESOURCES
- The incumbent will receive logistical support (computer, cell phone) and transportation, when necessary for project activities.
- The incumbent will have a physical space available to work in the GOAL office in Tegucigalpa or Colombia.
- GOAL will provide the necessary biosecurity equipment to carry out the project activities.
