Sightsavers is supporting the Ministry of Health (MoH) of Liberia to attain its disease elimination agenda for neglected tropical diseases (NTDs). The NTD team in Liberia are therefore looking for a Neglected Tropical Diseases Programme officer, to provide programmatic and strategic support to the NTDs projects Liberia.

Reporting to the Country Program Manager the role coordinates both county level and national level activities, ensuring projects are planned, implemented, monitored and evaluated to the highest standards. The post-holder will work closely with Ministry of Health (MoH) and implementing partners ensuring information from monitoring, evaluation and other assessments is actively to inform and adjust project implementation where necessary. Key accountabilities include but not limited to:

  • Support Program implementation in line with work strategy, ensuring all objectives are met through proper implementation and quality assurance.
  • Collaborate with the NTD Program of the MoH of Liberia office to implement and monitor appropriate actions to improve efficiency and quality of project implementation.
  • Work with the MoH and partners on how to interpret and use data/findings to guide decision making.
  • Support partners to ensure learnings from project implementation are appropriately documented.
  • Ensure timely and high-quality reporting (both narrative and financial)
  • Support the NTD team of the MoH and regional health teams in monitoring drug supplies, surgical equipment, and other NTD supply inventories and balances in the counties, districts and communities.
  • Support the NTD program of MoH with in country data reporting and both reports and requests for drugs and relevant supplies such as FTS kits from WHO.
  • Assist the MoH and partners to identify and promote relevant NTD indicators for inclusion in the national HMIS.
  • Support the MoH and participate in conducting, where needed, treatment coverage surveys, impact assessment surveys, surveillance surveys, and project baseline surveys
  • Work with the Country Director in collaborating and networking with MoH and other stakeholders to ensure support for dossier preparation, transition and sustainability of the programme.
  • Participate in all meetings and activities planned by partners in NTD projects and provide feedback.

Knowledge, skills and experience

Essential:

  • Degree (or equivalent) in relevant field (Health, Project Management, Social Sciences, Development Studies, Public Health)
  • Extensive experience working at programme officer level, ideally in an INGO setting
  • Technical knowledge of one or more of the five leading PCT NTDs.
  • Proven experience of engaging with Government line Ministries.
  • Experience of designing/managing health programmes at district or national levels using a health systems approach
  • Fluency in written and spoken English language and local working language(s).
  • Excellent communication skills (both oral and written).
  • Strong IT skills
  • An understanding of and commitment to equality of opportunity for persons with disability
  • Current and ongoing right to work in Liberia

The recruitment process will be in two stages. The first stage will be a written task lasting up to two hours. This will be conducted at the Liberia office. Candidates successful at this stage will be invited to an on-site interview at the office. The interview will last up to one hour. We intend to conduct interviews from 23 September 2024 onwards.
