Qualifications

Objective

Under direct supervision of the Operation Officer and overall supervision of the GPEI Coordinator, the incumbent will handle the end-to-end Programme, administrative, budgetary and financial processes related to preparation and implementation of Polio Outbreak Response Activities within WCO Mozambique.

Assigned Duties

Part 1: Polio Programme & Administrative activities

1.      Initiate internal Memorandum and general correspondences and ensure they are signed and sent to recipients;

2.      Contribute to drafting activity breakdown budgets and microplanning for activities;

3.      Create forms, submit and monitor DIs including the reporting and closing process;

4.      Create forms, submit and monitor DFCs including the reporting and closing process;

5.      Liaise with Procurement Team and ensure all Polio Procurements activities are conducted according to standards and goods and services delivered on time;

6.      Organize meetings with all Polio Surveillance consultants located in the field;

7.      Organize meetings & trainings with all Polio Super-trainers located in the field;

8.      Organize all logistics (Transport, Shipments, Bookings, meetings) related to Polio outbreak response activities.

Part 2: Polio Campaigns and digital transactions 

1.      Liaise with Finance team and ensure MoMo Wallets are replenished on time

2.      Liaise with Finance and ensure all beneficiaries are paid on time

3.      Analyze all payment requests received from Provinces, Districts and Health Centers and ensure their correctness

4.      Conduct all checks and controls on MoMo payments (duplication detection & KYC)

5.      Ensure monthly MoMo payment reconciliations are done and reports produced;

6.      Liaise with and address all technical issues MoMo system would face with the MNOs

7.      Plan and coordinate enrolment activities in the field

8.      Liaise with DIMAGI and ensure the COMMCARE Software remains update & operational

9.      Organize regular meetings with all Mobile Money Operators (MNOs)

10.  Laise with OO to ensure all MNOs contracts are updated

11.  Conduct MoMo presentations to MoH, Partners and WHO staff

12.  Organize the MoMo archiving system

Education

·         Completion of secondary education with equivalent administrative certification or training.

Experience

·         A minimum of ten years’ experience in Programme & Administrative work in UN Agencies, International NGOs, Banking system and International Audit Companies.

·         Sound experience in handling complex Mobile Bulk Payments systems or Digital Banking would be an asset.
