Job Description
We are seeking an experienced and dynamic Program Manager to lead the Reconnect HDI Program. The ideal candidate will be responsible for the following key tasks:
Project Design and Management:
- Develop project plans, methodologies, work plans, and budgets. Draft inception plans and other program documents.
- Develop a budget and operating plan for programs.
- Plans/facilitates/rapporteurs at Project meetings, dialogues, and workshops.
- Provide representation and/or participation of the organization at various functions, including but not limited to workshops, dialogues, conferences, and field visits.
- Lead and manage a team, ensuring effective collaboration and performance.
Implementation Oversight:
- Manage and coordinate project activities to ensure they are completed on time and meet established quality standards.
- Regularly monitor and review program activities to ensure quality, accountability, and contractual compliance with agreed deliverables and performance indicators as per the scope of work.
- Track potential risks and address issues that arise during implementation, proactively resolving challenges.
- Take the lead in all program implementation efforts and serve as the main point of contact for donor representatives, program officers, and other stakeholders.
- Work closely with implementing partners to ensure seamless execution of activities and successful outcomes.
Monitoring and Evaluation:
- Implement the Monitoring & Evaluation (M&E) action plan, collect and analyze M&E data, and produce necessary reports.
- Ensure agreed quality standards for the management and outputs of the Reconnect-HDI Project are met
- Develop an evaluation method to assess program strengths, identify areas for improvement and implement necessary changes.
- Monitor Project expenses and ensure accurate Project financial reporting.
- Draft timely and professional Project narrative reports and submit them to the Director.
- Contribute towards the development of Reconnect-HDI Project materials and messages, as appropriate.
- Implementing and managing changes and interventions to ensure project goals are achieved.
Stakeholder Engagement:
- Facilitate communication with stakeholders, represent the organization at functions, and manage relationships with local and international partners.
- Cultivate business relationships with external stakeholders and potential partners for large-scale or strategic funding opportunities.
Business Development
- Craft funding proposals to secure resources for uninterrupted service delivery.
- Lead and coordinate the development of high-value or complex proposals and/or bids including proposal writing and interdepartmental coordination with Programs, HR, Operations, Business Development, and Finance teams for proposal development.
- Support new business efforts in sourcing for and responding to Request for Proposal (RFPs), Expression of Interest (E.O.Is), grants, and other funding opportunities
- Must be able to appropriately review proposals to ensure they are well-synthesized and cohesive
- Track upcoming funding opportunities, donor engagement and proposal development process.
Other Responsibilities:
- Contribute to our overall strategy and management by supporting senior Management, representing the organization, planning and budgeting, and overseeing staff development.
- Participate in training programs, including onboarding new staff, attending training sessions, and mentoring team members.
- Help plan staffing needs, manage staff placements, and support recruitment efforts.

Requirements and Experience
- Educational Background: Bachelor’s Degree in Public Health, Business Administration, Health Sciences, Behavioural Sciences, Guidance & Counselling, or a related field. Advanced Degree preferred.
- Experience: Proven experience in program management, stakeholder management, and team leadership. Minimum of 5-7 years of relevant experience in international development programs.
- Skills: Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and strong understanding of project management principles.
- Cultural Competency: Demonstrated success working in multicultural environments and with international programs. Experience with donor relations and policy advocacy.
- Communication: Excellent written and verbal communication skills, including technical writing for publication. Proficiency in Hausa is a plus.
- Interpersonal Skills: Strong facilitation, team-building, and negotiation skills. Ability to work effectively in a flexible and fast-paced environment.
- Travel: Willingness to travel domestically and internationally as needed.
