JOB SUMMARY

The Program Implementation Officer manages procurement, logistics, and operations for health centers. They ensure smooth supply distribution, financial documentation, and interdepartmental coordination. The role also involves field visits, administrative tasks, and collaboration with key teams to support projects activities.

MAIN DUTIES AND RESPONSIBILITIES

  1. Preparing purchase requests according to needs for all health centers supported by MedGlobal in Homs.
  2. Following up on procurement processes with relevant departments to ensure timely completion.
  3. Receiving financial advances and tracking the first petty cash purchasing threshold with health centers to meet required needs in accordance with MedGlobal policies.
  4. Adhering to financial department procedures and collecting all necessary documentation for disbursement processes.
  5. Developing and implementing distribution plans for medical and non-medical shipments to health centers in coordination with relevant personnel.
  6. Creating and tracking the materials consumption in the warehouses and health centers.
  7. Coordinating with relevant departments to manage materials and pharmaceutical inventory.
  8. Assisting in responding to complaint tickets from supported health centers.
  9. Coordinating with the logistics department to secure vehicles for staff and logistical material transportation within the area.
  10. Assisting in preparing recruitment requests to ensure the continuity of project activities.
  11. Conducting regular field visits to the supported health centers.
  12. Participating in needs assessment for new project proposals.
  13. Coordinating with the Safety & Security department to ensure projects activities are carried out per recommendations to mitigate potential risks.
  14. Coordinating with the Media department to secure media coverage and documentation of projects activities.
  15. Covering administrative and logistical needs for MedGlobal’s office in Homs and participating in the relevant meetings.
  16. Performing any other tasks assigned by the direct supervisor.
  17. Flexibility and willingness to travel between Syrian governorates as needed.

QUALIFICATIONS AND SKILLS

The Program Implementation Officer should have the following skills, education, and experience:

  1. University degree in administration, engineering, or a related field.
  2. At least 2 years of experience in humanitarian project implementation and field operations, preferably in health project management.
  3. Strong communication and teamwork skills, with the ability to work independently.
  4. Ability to work under pressure and manage multiple tasks efficiently.
  5. Good in English (spoken and written).
  6. Strong computer skills, especially in Microsoft Office.
  7. Knowledge of medical supply storage conditions and inventory management in health facilities.
