PROJECT OVERVIEW
The Resilient and Sustainable Systems for Health (RSSH) plays a strategic role in ending HIV, TB and malaria and in helping countries prevent, prepare for and respond to new pandemics like COVID-19 and future health threats. The GC7 and C-19RM grants for TB, HIV and RSSH project under GFATM grant in Liberia focus on strengthening health and supply chain management system. RSSH component aims to strengthen the technical capacity of the National AIDS Control Programs (NACP), National Leprosy and Tuberculosis Control Program (NLTCP), Supply Chain Management Unit (SCMU), and County Health Team to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across Liberia.
JOB SUMMARY
Reporting to Dy. Chief of Part – PSCM, the Procurement Specialist – Health Products Management will be technical focal point for NACP and NLTCP for all technical aspects related to the procurement of Pharma and Non – Pharma products. Procurement Specialist – Health Products Management will work closely with the project team to strengthen the procurement and supply chain management. S/he will provide technical assistance to NACP and NLTCP PSM team on various aspects of supply chain management such as planning, quantification, and placing the requisition on time through Wambo and GDF.

RESPONSIBILITIES
Procurement Specialist – Health Products Management will be the focal person and provide supply chain domain expertise for the smooth implementation of the GC7 and C19RM grants in Liberia. The Procurement Specialist – Health Products will work in close coordination with Plan Liberia, NACP and NLTCP to ensure that the project activities are executed on time and will be responsible for the following major activities:
- Responsible for procurement activities of Pharma and Non-Pharma products for HIV/AIDS and TB programs in close coordination with NACP, NLTCP and other stakeholders.
- Develop the Procurement Plan in coordination with PSM team of NACP and NLTCP at central level
- Work closely with Project Specialist – Supply Chain Management and regional staff based at County Health Depot and other stakeholders
EDUCATION AND EXPERIENCE
- Post graduate / Professional degree in Supply Chain Management/logistics management, Public Health, Pharmacy and Business Administration.
- Minimum 10 years of experience in public health / health procurement and supply chain management, with at least 5 years of experience in providing technical assistance/consulting for public health supply chain at national/state level; experience in supply chain management of an HIV/AIDS/TB program will be an asset.
- CIPS Level 3 or 4 certification highly desired or Diploma in supply chain management which is equivalent to CIPS level
