In collaboration with the National TB and Leprosy Control Program (NTBLCP) as the Principal Recipient (PR), KNCV will implement the Global Fund Grant Cycle 7 (GC7) Portable Digital Xray (PDX) grant which will deploy 390 portable digital Xray’s across all states of the Federation and the FCT to improve TB case finding. The implementation of Portable Digital xray for Active TB case finding in Nigeria – (IMPACT Project) will scale up the utilization of portable digital X-rays (PDX) with Artificial Intelligence (AI) for TB case finding in hotspot communities and high burden facilities across all 36 states in Nigeria and the FCT. The objectives of this project will be:

  1. To drive targeted TB screening within identified TB Hot spots, most at risk population and high burden facilities.
  2. To improve the diagnostic efficiency of the molecular diagnostic tools eg TB LAMP, GeneXpert and Truenat.
  3. To ensure early TB case finding within the community and thus limiting TB transmission and infection.
  4. To drive the TB program, scale up of TPT by identifying non presumptive TB among contacts of diagnosed TB cases in the community for TPT.

Purpose of the job: 

The Portable Digital Xray (PDX) Active TB Case Finding (ACF) Project Coordinator will support the design, implementation, and monitoring of the PDX ACF Project across all states of the Federation + FCT. The coordinator will support the engagements with state governments and ministries of health and ensure the successful implementation of the grant across Nigeria. The project coordinator will also oversee the day-to-day implementation of the Global fund PDX ACF grant across the country. The Project coordinator will design a functional M&E system for the project in line with the National TB and leprosy Control program data management system.

Duties and Responsibilitie: 

  • Support the design, implementation, and monitoring of the PDC ACF Project across all states of the Federation + FCT.
  • Engage with state governments and Ministries of health to ensure ownership and sustainability of the PDX ACF project.
  • Oversee the implementation of all components of the Global Fund PDX grant across all states of the Federation.
  • Design and implement a functional monitoring and evaluation system for the project in line with the National TB and Leprosy Control Program Data Management System.
  • Facilitate the engagement of relevant stakeholders in for the success of the project.
  • Organize & conduct regular data-driven health facility supervision to ensure quality TB, TB/HIV, DR-TB surveillance, and service delivery.
  • Provide regular technical support and supervision to field personnel, including State TB programs and field personnel.
  • Support the development of program strategies, subproject documents, work plans and budgets and ensure key performance indicators are met in line with the grant objectives.
  • Contribute to development of lessons learned from programs and projects related to TB and TB/HIV program interventions and apply these lessons to modify existing program and improve the design of new programs.
  • Represent KNCV with donors and government officials on issues of Global Fund PDX grant.
  • Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
  • Assist in the data collection, collation, validation and reporting according to KNCV GF M&E plan.
  • Submit weekly/monthly/quarterly progress reports to the National TB and leprosy Control Program

Who are we looking for?  

Education: 

  • MBBS/MSc/PHD  
  • A master’s degree in public health will be an additional advantage. 

Knowledge/experience:  

  • Minimum Seven (7) years’ experience in TB/HIV program implementation in a resource challenged setting.
  • Demonstrated experience with public health disease programs and/or surveillance strengthening in developing countries (including national TB control programs and/or other infectious disease control) is highly desirable.
  • Experience in the deployment of Digital Xray’s for TB control in resource limited settings.
  • Knowledge of and familiarity with key TB/HIV innovations and other strategic initiatives with focus on surveillance and/or monitoring.
  • Experience of Global Fund/USAID policies, regulations, and procedures desirable.
  • Proficiency in statistical analysis and use of computer
  • Exhibits a high level of accuracy in work, and ability to analyse complex sets of relationships and situations.
  • Have a high sense of integrity and transparency.
  • Ability to manage official information in a confidential manner.
  • Ability to use multi-task and work well under pressure to meet deadlines.
