QUALIFICATIONS
Purpose of consultancy
The purpose of this national consultancy is to support country efforts to implement the Non-Communicable Diseases and road safety action plans.
Background
Tunisia has experienced an increase in non-communicable diseases due to new eating habits, urbanization and a sedentary lifestyle. The burden of these diseases is a challenge for the Tunisian health system. These diseases absorb 63% of current health expenses.
Facing the challenge of NCDs is a priority for WHO. This involves in particular effective control of risk factors, the promotion of healthy lifestyles, and in particular the encouragement of physical activity as well as the fight against tobacco.
WHO supported the Tunisian government to develop a multi-sector strategy and action plan for prevention and control of NCD.
On the other hand, Road traffic injuries continue to pose a threat to public health and development globally and in the Eastern Mediterranean region. In Tunisia, despite the decline of an estimated road traffic fatality rate from 24/100 000 in 2016 to 16/100 000 in 2021, Tunisia is still paying a high price for its road safety challenges. The total amount of direct and indirect costs of road accidents represents approximately 1% of GDP.
WHO supported the Tunisian government to develop a multi-sector strategy for road safety and strengthening the system for collecting data relating to deaths linked to road accidents through the linking of different data sources.
In this context, for continuing the support, WHO will recruit a national consultant to coordinate all the working groups in the implementation of action plans for NCD and their risk factors and road safety and to support assessment of the whole process between the ministry of health, WHO and the different partners.

The purpose of this national consultancy is to support country efforts to implement the Non-Communicable Diseases and road safety action plans.
Deliverables
Output1: Provide technical support to implement NCD multisectoral national strategy and action plan in accordance with WHO policy and internationally recognized standards.
Deliverable 1.1: Draft a detailed methodology for undertaking the required tasks.
Deliverable 1.2: Participate in working groups meetings and prepare reports.
Deliverable 1.3: Review the progress and report on the implementation of STEPS Survey.
Deliverable 1.3: Contribute to developing a M&E framework for the activities implemented as part of the
multisectoral national strategy to prevent and control NCD.
Deliverable 1.4: Submit situation reports on progress, achievements and constraints for NCD and risk factors;
Output 2: Contribute to supporting the operationalization of the multisectoral national strategy to promote road safety in Tunisia.
Deliverable 2.1: Follow-up with national counterparts for endorsement of the strategy and development of an operational plan.
Deliverable 2.2: Make recommendations on developing M&E framework for the strategy and plan.
Deliverable 2.3: Analyse and review the situation reports on progress, achievements and constraints.
Educational
Essential:University degree in public health or family medicine
Experience
Essential: Up to 5 years of experience in public health and health planning.
Desirable: Experience for developing and monitoring policies and strategies is desired.
Skills/Knowledge
- Strong communication and coordination skills
- Ability to manage multiple tasks.
- Familiarity with NCD and their risk factors.
Languages
Essential: Fluency in languages used in the country (Arabic, French, and English)

Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)
a. Remuneration: TORs are classified at the national pay rate of NOA
b. Expected duration of contract: 11 months starting from: 01/04/2024 –
End date: 28/02/2025
