Job Title: National Consultant, Results Monitoring Review of the Northwest Nigeria Operational Response Plan

Location: Nigeria

Background

  • iMMAP Inc Nigeria is providing support the Co-Chairs Northwest Coordination Forum (UNICEF and the Nigeria INFO Forum) to conduct a Results Monitoring Review of the Operational Response Plan (ORP) for Northwestern Nigeria, August 2023-July 2024 (extended to December 2024).
  • The ORP was issued in the absence of the Nigeria Humanitarian Response Plan (HRP) 2024, including a funding ask for the Northwest (only the Humanitarian Needs Overview includes a chapter on the Northwest).
  • Even if some sectors are represented in both the humanitarian and the development chapter, the activities/indicators in each chapter are distinct, to avoid overlapping reporting.
  • The ORP includes a humanitarian chapter which spans across 3 states of the Northwest (Sokoto, Zamfara, Katsina), and a development/peace chapter, which covers all the 7 states of the Northwest (Kebbi, Sokoto, Zamfara, Katsina, Jigawa, Kano, Kaduna). 

Scope of Work

  • The result monitoring will span the humanitarian and the HDP chapter in the states of Sokoto, Katsina, and Zamfara. The sectors and for most of them the associated people targeted and indicators are outlined in the ORP.
  • For the humanitarian chapter, they include nutrition, food security, WASH, site management, health, protection, shelter and non-food items (NFIs), education, government coordination. For the development chapter, they include: nutrition, livelihoods, WASH, health, education, social protection (including cash transfers), governance and peacebuilding. The template is to be developed based on the sectors and the respective indicators outlined in the ORP.

Description of Duties

  • Review the Operational Response Plan (ORP) for Northwestern Nigeria.
  • Study the crisis context, impact, immediate needs and vulnerabilities, overarching goal and strategic objectives.
  • Study the ORP sector objectives, requirements and indicators, baselines, needs and targets.
  • Conduct essential secondary data review (SDR) on the recent trends and crisis context in northwest Nigeria, including recent Multi-Sectoral Needs Assessments to provide context to the review exercise, vividly highlighting cases of attacks and consequent displacement, and impact on the people affected by these attacks, the risks and vulnerabilities, and the humanitarian assistance needed to meet their basic needs.
  • Study and utilize the Northwest Nigeria Partner /Aid Organizations Service Mapping Dashboard to obtain in-depth understanding of their operation presence and scope in terms of geographical, thematic coverage and details of their respective projects and activities.
  • Design templates and data collection tools to enable the collection of data on partner achievements with relation to the requirements and indicators
  • Utilize the Northwest Coordination Forum Mailing List to contact and engage with the partners, compile, consolidate and analyze data the data to assess performance against the indicators
  • Prepare and submit a detailed Performance and Results Monitoring Report and a Presentation, with conclusions and recommendations informing decision making around the next steps.

Requirements
Educational Qualification:

  • Advanced University Degree (at least master’s level) in a field related to Monitoring and Evaluation, Humanitarian Studies, Social Sciences, Information Sciences, International Relations, Development Studies, or other relevant field.

Experience:

  • Demonstrated experience in conducting monitoring, evaluation and review of humanitarian activities in complex emergency contexts.
  • Good understanding of the humanitarian system and its reforms, including of the UN cluster/sector system, working with national and local governments, humanitarian and/or development sectors, working groups and areas of responsibility.
  • Proven ability and experience in providing strategic, technical and programmatic recommendations guiding future interventions based on needs and gaps.
  • Experience in managing and/or evaluating humanitarian projects and programs at the strategic and operational.
  • Strong analytical skills, including information management knowledge and its role in humanitarian system contexts.
  • Ability to draw practical conclusions, clearly synthesize and present findings, and prepare timely, concise reports.
  • Excellent writing and presentation skills in English.
