About the role:

The M&E Senior Advisor will serve as the monitoring, evaluation, and learning (MEL) technical expert and the developer and leader of the program’s MEL plan, ensuring the program conducts best MEL practices and engages and reports to the donor as outlined. Specific responsibilities include the following:

  • Provide technical leadership and support for AMR surveillance and data collection, management, and use.
  • Lead and mentor the development and implementation of the project MEL plan and related systems, with a focus on using data to strengthen the project and for decision making; lead the design and implementation of evaluation studies and operational research as needed and/or in partnership with external consultant(s).
  • Develop and facilitate the development of the project’s learning agenda. Bring a data-driven approach to supporting the project with knowledge management and learning activities; design and lead forums promoting data use, learning, and guided decision-making processes.
  • Ensure the integration of surveillance systems and DHIS2. Ensure timely and complete reporting. Develop and track indicators, using DHIS2, surveillance platforms, and through dashboards and other compelling data visualizations according to the MEL plan and work plan. Lead the compilation, analysis, and documentation of results at output and outcome levels, and contribution to long-term health impact from the portfolio of MSH projects.
  • Monitor and analyze progress towards annual work plans, expected outputs, including selecting and monitoring progress in meeting indicators. Coordinates the preparation of all quarterly progress reports, annual project report, inception report, ad-hoc technical reports, and success stories for the Fleming Fund/Mott MacDonald, in line with the required formats.
  • Lead data quality assurance (DQA) processes and strengthens the capacity of other colleagues and stakeholders to conduct DQA activities.
  • Promote and facilitate a culture of data use for decision making and adaptive management within the project. Lead and direct the preparation of routine project technical performance reviews, delegating responsibilities as needed.
  • Build repository of learning products and ensure timely and targeted dissemination.
  • Participate on behalf of the project in appropriate technical meetings and conferences.

QUALIFICATIONS

  • Master’s degree and a minimum of 7+ years of progressively response experience in Public Health, Epidemiology, Disease Surveillance, Research Methods, Evaluation or related areas will be considered. Education focused on veterinary health will also be considered in conjunction with professional experience.
  • Prior MEL experience and/or technical implementation experience on project(s) with focused subject area expertise in AMR, OneHealth, environmental health, human health, animal health, and/or global health security.
  • Work experience in public health implementation and evaluation in Nigeria; experience working with diverse stakeholders is a plus.
  • Significant experience designing and leading MEL to large, complex global health projects implemented in Nigeria and supervising MEL plans at the project level and managing MEL staff.
  • Advanced evaluation and study design skills, including complexity-aware monitoring.
  • Deep understanding and knowledge of the relevant data sources and platforms, including DHIS2 and surveillance platforms, including AMRIS. Familiarity with the national digital HMIS system. Understanding of and experience using HMIS databases (especially DHIS2) and understanding the value of interoperability.
  • Skill in collaborating and ability to advocate and liaise with a diverse set of stakeholders for efficient and effective program implementation.,
  • Self-motivated and goal-oriented with strong conceptual and analytical skills.
  • Excellent ability with Microsoft Office applications and SharePoint, Power BI, GIS, and statistical analysis and data collection and management applications:
    • Proven skills in at least one statistical package software for quantitative data analysis (SPSS, STATA, R, etc.).
    • Experience with at least one statistical package software for qualitative data analysis (Nvivo, Atlas.ti, Dedoose, etc).
    • Experience with designing and implementing electronic surveys is desirable: ODK, RedCap, etc.
  • Demonstrated competence to assess priorities and solve problems using innovative, evidence-based solutions.
  • Demonstrated ability to work both independently and collaboratively.
  • Full proficiency in English, written and oral.
