Job Title: Monitoring and Evaluation Officer

Job Description

  • Under the direct supervision of the Chief of Mission (CoM) of IOM Nigeria and in coordination with the Policy, Governance, Liaison and Support Department (PGLSD) and relevant programmatic unit, as well as the Regional Office (RO) in Dakar and Headquarters, the Monitoring and Evaluation Officer will be responsible for leading the management of the monitoring, evaluation, learning and reporting of Nigeria Country Office (CO), supporting the CO in monitoring and evaluating effective implementation of interventions.

Responsibilities

  • Supervise and guide the implementation of Monitoring and Evaluation (M&E) activities of the CO according to the projects/programmes/strategy result matrix in close coordination with the
  • Project/Programme Managers, PGLSD and other relevant IOM staff and partners.
  • Provide expert support to the Project/Programme Managers and PGLSD to ensure the full adoption of IOM and Donor M&E expectations, including the adoption of the Strategic Results
  • Framework (SRF) throughout project development and implementation.
  • Provide substantive inputs for the development of Theories of Change (ToC) in major activity areas such as regular migration pathways and counter trafficking. Provide inputs/review Results
  • Matrix, and descriptions on monitoring section and evaluation of project proposals/strategies.
  • Provide expert support in developing and validating data and information for CO’s fundraising efforts, particularly in identifying funding sources among potential donors (including private), in line with CO’s overall strategy.
  • Support Project/Programme Managers and PGLS in compiling periodic reports in line with the M&E plans and agreed reporting schedules.
  • Manage submissions for the IOM global institutional reporting processes including the Institutional Questionnaire (IQ) and Migration Initiatives.
  • Provide substantive inputs to strengthen the capacity of IOM staff and partners to carry out M&E activities through training, mentoring and coaching, including providing technical support to
  • Implementing Partners (IPs).
  • Collaborate with the Regional Monitoring and Evaluation Officer and Risk Management Officer (ROMERO) in the development and implementation of standardized CO’s Monitoring system. Regularly share evaluation updates with ROMERO, and document good practices and lessons learned through analysis of monitoring findings and evaluation reports. Share these insights with relevant IOM project staff, management, and partners.
  • Actively engage, liaise and coordinate with M&E Focal Points and UN and government partners at the country level joint monitoring missions and joint evaluations.
  • Provide comprehensive inputs for materials requested by United Nations Country Team (UNCT)/Humanitarian Country Team (HCT) or individual agencies, Government institutions,
  • Donors, IOM relevant Units at HQs, RO and/or other partners.
  • Provide expert support and coordination to the CO on UNSDCF monitoring and reporting by working in close coordination with Resident Coordinators Office (RCO) and relevant IOM managers and M&E support staff.
  • Contribute to the preparation of meetings and events, to include donor/UN briefings, donor visits, conferences.
  • Advocate for appropriate budgeting of M&E related costs during the development of project proposal.
  • Perform such other duties as may be assigned.

Requirements

Education:

  • Master’s degree in any of the following Social Science areas: Monitoring and Evaluation, Development Studies, Project Planning and Management, Business or Public Administration, Statistics or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.

Experience:

  • Experience in project monitoring, reporting and evaluation;
  • Experience in capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; and,
  • Experience in organizing consultations, workshops and seminars with high level stakeholders.

Skills:

  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues in the country and in the Region;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming and institutional requirements;
  • Strong writing and research skills;
  • Excellent communication and analytical skills;
  • High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
  • Strong interpersonal and teamwork skills; and,
  • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
