Background
- JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world.
- The HPV Vaccine Acceleration Program Partners Initiative (HAPPI) Consortium was awarded to JSI by the Bill & Melinda Gates Foundation in October 2022 as Phase I of an anticipated two-phase project period.
- The Global HAPPI project is managed by JSI in collaboration with Clinton Health Access Initiative (CHAI), the International Vaccine Access Center (IVAC), Jhpiego, and PATH. Together, partners have been working to enable global coordination efforts around HPV vaccine, in addition to supporting HPV vaccine introduction in Nigeria.
- In Nigeria, cervical cancer is a significant contributor to the morbidity and mortality of women. It is the second most common cause of cancer related deaths among women in Nigeria. Nigeria contributes a large proportion of the West Africa regional cervical cancer burden. HAPPI project is supporting Nigeria for the HPV introduction planning and rollout. Introduction is anticipated to start at the end of September in 16 selected states, followed by national introduction in 2024.
- The HAPPI Project is currently seeking qualified candidates for the position of Monitoring, Evaluation and Learning Associate/ New Vaccine Introduction in Abuja.
- The Monitoring and Evaluation (M&E) Associate will be responsible for establishing key components of the M & E system (MEL workflow) including data collection, analysis and reporting on key output, outcome and impact indicators for the program and developing data dashboards for real-time reporting.
- S/He will also be responsible for ensuring data quality and accuracy and collecting, analyzing and processing M&E data, assisting in monitoring and reporting against set performance indicators and results, developing methods and milestones to monitor the project’s progress towards its goals, and contributing to programs strategy to ensure that activities and assignments are carried out as planned and project objectives are being achieved.
Responsibilities
- Works with Senior MEL Advisor to ensure effective monitoring and reporting of all planned HPV vaccination introduction interventions,
- Captures HPV vaccination introduction data on available databases for analysis and reporting.
- Compiles and submits weekly, monthly and quarterly reports for the HPV vaccination introduction as per agreed reporting parameters to the management.
- Conducts monthly data verifications to ensure accuracy, completeness and produce the data verification report. Produce timely, accurate, complete, and consistent HPV vaccination introduction project data.
- Support NPHCDA for the efforts on the HPV vaccination data to be captured into the routine immunization system after the introduction.
- Follows up all identified data verification gaps for closure with support from project management.
- Supports capacity building initiatives and activities conducted by the MEL team; Monitors and keeps track of number of people trained on various HPV vaccination introduction initiatives.
- Ensures proper filing of incoming and outgoing HPV vaccination introduction MEL data reports and documents.
- In coordination with the Acasus and CHAI, participate in monitoring activities during the MAC campaign using the tools, post-introduction evaluation, data analysis and share the findings to the program for decision making
- In collaboration with the Acasus and CHAI team, support the documentation of the identified learning agendas and lessons learned for HPV introduction in Nigeria.
- Supports information and knowledge sharing across project sites and partners,
- Some travel to supported States should be expected.
Qualifications
Education:
- Master’s in Public health/Epidemiology or Biostatistics / Social Sciences
- Bachelor’s Degree / Diploma in Public Health, Statistics, Data Science or related field,
- Knowledge/Information Management, Communications, with 5 years experience in public health intervention.
Experience:
- 3 – 5 years’ experience with public health program management
- Articulate, professional and able to communicate in a clear, positive fashion with clients and staff.
- Must be able to read, write, and speak fluent English; fluent in local language as appropriate.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- Prior experience using Microsoft Office Suite preferred.
- Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
- Work experience in Gender, Immunization, infectious disease programing or interventions will be an advantage.
- Proficiency with database management software and on-line search tools required.
Competencies:
- Working knowledge of concepts, practices, and procedures with program design.
- Strong oral and written communication skills.
- Demonstrated proficiency with Microsoft Office suite software.
- Ability to problem solve and recommend corrective action as needed.
- Strong organizational and attention to detail needed to adhere to project deadlines.
