
Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, and even exclusion from healthcare.
As part of a replacement, we are looking for a:
Project Coordinator in Calais
Context :
The MSF France Mission provides assistance to migrants in situations of high social, medical, and/or psychological vulnerability in France and conducts advocacy efforts to facilitate their access to ordinary law. It currently has three projects, in the Ile-de-France region, Calais, and Marseille, focused on multidisciplinary care (medical, psychological, social, and legal) for unaccompanied minors seeking assistance after being refused care by the Child Welfare Agency (ASE).
In Calais, the MSF project consists of three main activities : running a day center for unaccompanied minors several days a week, conducting somatic and psychological care consultations for vulnerable people of all ages, and organizing external care activities, particularly through mobile clinics and with partner associations.
Main missions:
Within a multidisciplinary team (nurse, psychologist, social worker, intercultural mediators, log/admin) of which you will be the hierarchical manager, your main objective will be to:
- Adjust the operational strategy of the project, in collaboration with the mission coordination team.
- Continue to identify the health needs of the population, particularly those in exile, and the humanitarian issues at stake.
- Ensure compliance with MSF’s charter, ethical standards and policies in order to achieve the organization’s objectives and improve the health status of the target population as well as the humanitarian situation.
- Ensure MSF’s representation with all institutional, associative and collective actors involved in welcoming exiles and particularly young migrants.
Responsibilities:
Monitoring and analysis of the context:
- Provide contextual analysis to enable rapid decision-making on MSF actions on migration issues on the North Coast. If necessary and in discussion with the Head of Mission, they propose and carry out exploratory missions on the North Coast, in order to better understand and respond to the context and the needs of the population.
- Develop operational proposals around migration issues on the North coast, particularly around young migrants and other particularly vulnerable groups.
Representation:
- Participate in discussions and communication and advocacy actions in your area.
- In close collaboration with the Head of Mission, represent MSF with the authorities, civil society organizations and the media to integrate MSF’s program and positioning into the local context, and enable better knowledge of the program by the target populations
- Participate in inter-association meetings on the situation of migrant and precarious populations and on the health situation on the North coast.
Monitoring and implementation of activities:
- Coordinate the execution of activities within the day center, as well as external interventions, such as other associations or living spaces or, in emergency situations, on post-shipwreck sites.
- Define the general organizational arrangements for the teams to ensure the smooth running of the program and the flow of information.
- Coordinate team activities through sustained support in terms of operational analysis, alerts on malfunctions, advice and decision-making.
- Coordinate and ensure the monthly drafting of activity reports for the coordination team, proposing corrections to the activity if necessary.
- Develop and maintain collaboration between MSF and partner organizations, other stakeholders involved in the issue of exiles, particularly young migrants, as well as health structures.
Administrative, HR, financial and logistical monitoring:
- Ensure that the various professionals respect the charter, policies and image of MSF with regard to recipients, employees, authorities and partners.
- Ensure compliance with internal procedures (purchasing, medical, HR).
- Participate and ensure: the development, validation and monitoring of the budget.
- Establish financial and HR resource needs with the HR/fin manager, and in collaboration with the HR/fin coordinator.
- Ensure the correct application of HR policies and associated processes in the project (recruitment, briefing/debriefing, evaluation, staff training and internal communication) in order to ensure both the size of the team and the amount of knowledge required for the project activities.
- Participate in the integration of new staff by ensuring that they receive the necessary information on the context, the objectives of the project and the security constraints; ensure the well-being of team members, particularly their stress level as well as their working conditions in collaboration with the medical coordinator and the HR coordinator of the mission, by seeking and proposing solutions in the event of identified mental health problems.
Safety and Abuse Prevention:
- Ensure the definition and monitoring of the project security policy in collaboration with the mission manager and the logistics coordinator; carry out regular monitoring of the context and adapt the security rules according to its evolution; ensure that the project teams are aware of and understand the security rules on a regular basis.
- Ensure the implementation of MSF procedures and tools for preventing abuse (safeguarding).
Profile sought:
Education : Bac+3 and above
Experience :
- At least 3 years of professional experience working with unaccompanied minors, migrants and/or refugees and other vulnerable people in France.
- At least 2 years of experience in humanitarian aid or social work, preferably in coordination positions within MSF or other associations.
- Knowledge of the social, institutional and/or associative sector in France.
Languages : Fluency in French required, good knowledge of English desired.

Status : 12-month fixed-term contract, renewable. Full-time 39 hours/week + RTT
Conditions: €3,645.39 gross monthly over 13 months. 22 RTT days per year. Supplementary health insurance covered 100% by MSF. Meal vouchers with a face value of €12 (60% covered by MSF).
