Context:

​​​​Under the overall supervision of theHead of Sub-Office (HoSO) in Cotabato and direct supervision of the National Migration Health Programme Coordinator and in collaboration with the Migration Project Health Assistant (Field Coordination and Liaison), the successful candidate is responsible and accountable for fulfilment supporting the implementation of IOM’s health programming in Mindanao, especially in the provinces and Cities/Municipalities of Mainland BARMM such as Maguindanao del Sur, Maguindanao del Norte, Cotabato City, and Special Geographic Areas. The candidate will support in coordination and liaison especially with the stakeholders in the health and development sector, including the IPHOs and its local constituents, and in administrations needed to implement projects and activities.

Core Functions / Responsibilities:

  • Assist the preparation and coordination of health-related activities in alignment with the agreed purpose, scope and workplan, maintaining proper and regular communications with stakeholders in health and development sector in Mainland BARMM.
  • ​Assist in facilitating effective inter-/intra unit communication through the documentation and dissemination of information and updates, keeping the platform available for timely feedback.
  • Organize meetings, training, and relevant activities, including through drafting letters of support / request to partners, preparing agendas and minutes, and following up on agreed action points.
  • ​Organize and maintain project documents and reports including through e-filing or updating of database, ensuring accuracy and up-to-date information.
  • Contribute to obtaining technical information from stakeholders and partners needed for the implementation and development of IOM’s health programming in Mainland BARMM.
  • ​Perform various administrative and clerical tasks such as preparing necessary travel and procurement requisitions, documents, materials and resources for smooth execution of planned activities.
  • Support the monitoring, tracking, and coordination of resources, implementation and procurement plan, and provide necessary updates to the National Migration Health Programme Coordinator and the Unit members.
  • Support effective communication amongst provincial field coordination teams to consolidate information, updates and feedback and to promote alignment of all activities and strategies with the project goals.
  • Support the implementation of Protection from Sexual Exploitation and Abuse (PSEA) and Accountability to Affected Populations (AAP) strategies in Migration Health projects.
  • ​Undertake duty travels in support of the programme and perform other duties as may be assigned.

Required Qualifications and Experience

Education

  • ​​​​Bachelor’s degree in public health, social science, education, management, community development, health administration, or a related field with 3 years of relevant professional experience; or
  • ​High School degree with five years of relevant professional experience.​

Experience

  • ​​​​Experience in administrative and clerical management related to public health activities;
  • Experience in the public health and/or health sciences sectors is an advantage;
  • ​Experience in humanitarian or development operations and/or Government Social or Health Services; and
  • Experience in liaising with government counterparts, including those in BARMM Ministries, LGUs and IPHOs. ​

Skills

  • ​​​​​Excellent communication and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
  • Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs at the National and Local (Mindanao and Mainland BARMM) level is highly desirable.

Languages

  • For this position, fluency in Filipino and basic knowledge in English is required (oral and written).
