MISSION PLACE
Dakar-based position with 25 to 30% of the time on the field.
This desk covers the following countries: the Central African Republic (CAR), Mauritania, Mali and Burkina Faso.
FUNCTIONAL AND HIERARCHICAL LINKS
- He/she is part of the’ Operations team. He/she is under the hierarchical responsibility of the Head of Programmes desk
- He/she works closely with the other members of the Desk
- He/she works transversally with the medical department and with all departments: financial, HR, logistics, dev, communication and donors.
- He/she collaborates with the members of the’ALIMA country coordinations of the missions covered by the Desk 2
- He/she is responsible for the functional guidance and training of medical coordinators.
MAIN ACTIVITIES
The/the medical manager(e) desk has a triple function, he/she :
- Is responsible for defining the medical objectives of mission programs; and;
- Ensures follow-up and provides medical support to the land for the implementation of projects ;
- Is the/referrer(e) medical(e) in the monitoring of staff health.
In addition, like any framework of the’organization, and from the practical questions that’il/she meets, he/she feeds the reflection on the role of’ALIMA and operational orientations.
Description of responsibilities :
1.Definition of the medical objectives of the projects :
The position of medical manager (e) desk is central, given the medical nature of’ALIMA operations. He/she
- Is on the front line in collaboration with the fields to identify the medical needs of populations and medical issues to advance.
- Has a major role in the definition of projects.
- Must anticipate the evolution of projects by identifying interesting medical issues, ways to advance them, knowing possible novelties, evaluating feasibility, etc.
- Is responsible for the’ evaluation of medical projects, the’ identification of difficulties and must make proposals for reorientation.
- When’ a submitted project is validated, he/she has the responsibility to verify the medical objectives, medical indicators and medical budgets of the proposals. Thus, he/she participates in the drafting of project documents intended for ALIMA but also for donors.
- Actively participates in desk meetings, layouts and, at the request of the Operations Director, presents medical issues to the steering committee.
- Knows the operational project, the medical ambitions of the’association and the research objectives.
- Defines and participates in the writing of pilot medical projects and must therefore follow the international medical context on the issues addressed by the projects, helped in this task by the medical and research department.
2. Field support for project implementation :
The/Medical manager(e) desk supports country teams in the implementation of projects. He/she:
- S’ ensures that the objectives, expected results, means and indicators are known by the field teams.
- Supports the field in the periodic analysis of medical data of projects for better monitoring of their implementation.
- S’ ensures regular monitoring of pathologies with epidemic potential in our countries of’intervention and participates in the proposal of the response strategy in case of an epidemic.
- S’ ensures that the grounds have the necessary medical documentation, statistical tools and adapted medical control.
- Monitoring and evaluation of projects, identifying problems, proposing reorientations
- Validates medical orders in accordance with the medical’activity assumptions and the budget decided.
- Read and respond to medical reports and medical parts of sitreps.
- Verifies in interim and final reports that medical activities are properly described.
- Directs the field on staff health policy.
3. Responsible for monitoring medical executives :
- Participates and validates the recruitment of the medical coordinator of the mission in agreement with the manager of L’ONG partner (all the executives of the joint project – ALIMA or NGO partner must be validated by the 2 parts).
- Supervises and accompanies the medical coordinator. He/she sets him objectives in concert with the HOM and contributes to the’assessment once a year (minimum) with his line managers (CDM and/or responsible for the’ONG partner).
- Provides the briefing and debriefing of medical and paramedical executives ALIMA and NGO partners from different fields.
- Identifies potentials and participates in the’ elaboration of a path for certain medical executives with the HR manager.
4. Participates in reflections on the strategic orientations of’ALIMA :
The/The medical manager(e) of desk must feed the reflection on the role of’ALIMA, its positioning, its construction, its objectives, etc. He/she plays a key role in the advocacy of’ALIMA on important medical topics and participates in the various meetings organized on these topics. He/she particularly animates the reflection on medical issues.
5. Prevention against the abuse
- Participates in training and awareness sessions
- Applies standards for the prevention of abuse
- Ensures that its team members attend training and awareness sessions and apply standards related to abuse prevention
- Helps create and maintain a nurturing and protective environment
EXPERIENCES & APTITUDES
Formation
- Doctorate in medicine and registration to the’order of doctors of his country of’ of origin ;
- Specialization in public health or tropical medicine would be an asset.
Experience
- Proven experience in a similar position or in coordination positions (Minimum 2 years) ;
- Experience and good knowledge of humanitarian medical projects ;
- Experience in active emergency management and outbreak response would be an asset.
- Experience in writing project proposals would be an asset.
Aptitudes
- Ability to problematize and summarize key medical topics and set priorities ;
- Ability to’analyze medical data in relation to’ intervention strategies ;
- Ability to identify challenges, anticipate risks and make recommendations ;
- Ability to optimize his position in coherence with the objectives and means of the’association ;
- Managerial skills ; sense of’organization and negotiation ; communication and interpersonal skills ;
- Competence in training, coaching and support of teams ;
- Teamwork capacity ;

- Good editorial ability.
Languages
- Good command of French (written and spoken) ; english’ would be an asset.
CONDITIONS
Contract duration : Permanent contract under Senegalese law; with period of’test of 3 months renewable once, or 6 months maximum. ATTENTION THE PERSON WILL TRAVEL ABOUT 30% OF THE TIME
Taking post : 2024 Summer
Salary :
- A gross monthly salary of 2.462.038 F CFA ;
- A travel allowance of 772,303 F CFA ;
- A housing allowance varying between 2 and 5% of the gross monthly salary depending on the family composition for employees recruited internationally.

- Housing allowance of 2 to 5% of gross according to family composition;
- Prime of’initial installation in Dakar from’in the amount of 3000 € scalable according to the family composition and according to the policy in force ;
- Complementary health coverage and evacuation supported by ALIMA for the’employee and its beneficiaries.
