Job Summary
CARE Nigeria is seeking a MEAL Officer (service provider) who will be Responsible for Food Livelihood and Nutrition Security (FLNS) Project Monitoring Evaluation Accountability and Learning (MEAL). The MEAL Officer will design and implement a cost-effective, innovative, and robust MEAL system. He/she will continually review the system\’s practicality and effectiveness and suggest modifications as necessary. The role will be based in Damaturu overseeing activities in our communities of implementation (Karasuwa & Tarmuwa).
RESPONSIBILITIES AND TASKS
Job Responsibility #1:
- Collaborate with the Program Manager to oversee, train, and develop the Nutrition team in conducting nutrition screening and distribution activities.
- Assess the capacity development needs of direct reports and coordinate with the FSNL Manager to address them.
- Guide direct reports in creating performance plans and conducting appraisals, in consultation with the FSNL Sector Manager and HR personnel.
- Assist the HR and FSNL teams in staff recruitment processes.
Job Responsibility #2:
- Continuously assess specific FSNL Sector and project output components to monitor and evaluate their effectiveness.
- Design monitoring, accountability, and reporting tools for project and program outputs, propose improvements and develop new tools as needed.
- Provide regular guidance to the FSNL Sector on field testing and the application of innovative monitoring tools, refining them for effective use.
- Prepare comprehensive documentation for assigned projects and contribute to identifying information for case studies and reports on best practices.
- Represent CARE Nigeria in humanitarian coordination meetings, task forces, clusters, and technical working groups related to nutrition in emergency, recovery, and resilience contexts.
- Adapt to the dynamic and unpredictable security environment in Yobe, which requires high interpersonal and communication skills to integrate seamlessly into a diverse and operationally intensive team.
Job Responsibility #3:
- Take the lead in training all FSNL Sector staff in understanding and use of all monitoring and reporting tools.
- Review field reports to ensure that they respond to the FSNL Sector objectives and comply with sector indicators.
Job Responsibility #4:
- Establish a filing system for various program activities to ensure easy retrieval of information as and when needed.
- Develop an appropriate project database of the sector to facilitate processing of required information.
- Continually analyze FSNL Sector field data to verify status as and when necessary, and produce daily, weekly, monthly/quarterly data computation and analysis reports for use by project/project management.
- Verify the validity of field data by making routine field visits to check adherence to agreed data collection methods and authenticity of collected information.
- Documentations of lessons learnt, good practices and support the FSNL writing refereed papers for publication.
- Supervise, review and coordinate contracted consultants and any other persons assigned to MEAL officer
- Facilitate collaboration on MEAL with other agencies in the region to ensure uniformity in tracking of FLNS Sector indicators.
- Promote good PR and enhance CARE’s positive image during presentations
- Perform any other monitoring and evaluation duties as may be assigned by the supervisor from time to time.
QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:
Required
- Minimum of bachelor’s degree in Agricultural Economics, Business Management, Engineering, Nutrition, Statistics, Economics, Sociology, Information Management and Technology, or its equivalent.
- At least 3 years’ experience working in an M&E system with experience in developing M&E plans, indicator tracking sheets, capacity building, quantitative and qualitative data collection, analysis, and reporting and/or other aspects of M&E, preferably with experience in the sectors: Food Security and Livelihoods, Cash for food/work, WASH, Health, and nutrition.
- Previous field experience in assessments, data gathering, interviews, and information triangulation/verification.
- Experience in setting up and/or managing M&E systems, preferably in an NGO setting.
- Knowledge and/or experience of working on accountability initiatives, such as information sharing and complaints response mechanisms.
- Proficiency in MS Office applications, Skills in Word, Excel, PowerPoint, spreadsheets, and other Statistical software e.g. SPSS, STATA and QGIS, PBi, and design of MEAL tools including ITT, MEAL plan, RF.
- Experience in implementing knowledge management and learning/ adaptive management approach in MEAL.
- Previous work experience in hardship areas or emergency settings.
- Experience in documentation, data analysis, and reporting.
Desired
- Working knowledge and experience of humanitarian principles, and standards – Core Humanitarian Standards (CHS), Sphere Minimum Standards, Prevention of Sexual Exploitation and Abuse (PSEA), Gender in Emergencies.
- Excellent communication skills including excellent written and verbal skills in English; fluency in Hausa and Kanuri will be desirable.
- Good understanding of Northeast Nigeria\’s social and operational environment.
- Disciplined and able to work and arrive at decisions autonomously and with minimal guidance.
- Extensive knowledge and understanding of Microsoft Office suit, mobile applications e.g. Kobo tool, SurveyCTO, and statistical analytical software SPSS, STATA
